Case #6: <br /> <br />Request for Final Plat Approval of Evergreen Point 2nd Addition: Case of <br />Edina Development, Inc. <br /> <br />Principal Planner Tmdgeon stated that Edina Development has submitted a final plat for the <br />second phase of Evergreen Point, a 11 O-unit townhome development on the northwest comer of <br />Alpine Drive and State Highway 47. The preliminary plat was approved by the City Council on <br />May 28, 2002. Evergreen Point 1st Addition was approved by the City Council on July 23, 2002, <br />and consisted of 58 townhomes. Evergreen Point 2"a Addition will consist of 52 townhome <br />units. The subject property is zoned R-2 Medium Density Residential which allows up to 7 <br />dwelling units per acre. The submitted final plat is the second phase of the development and <br />consists of 52 townhouse units. The submitted final plat adheres to the approved preliminary <br />plat. Final grading, utility, drainage, and construction plans have been submitted and are <br />generally acceptable subject to the comments contained in the City Staff Review Letter dated <br />October 4, 2002. The final plat submittal contains plans for the required sound wall along TH 47 <br />as approved as part of the first phase. City staff recommended final plat approval of Evergreen <br />Point 2"a Addition subject to compliance with the City Staff review letter dated October 4~ 2002, <br />and the developer entering into a development agreement with the City. <br /> <br />Councilmember Kurak stated that the park dedication fees and trail fees that are going to be <br />collected as part of this development are quite significant and inquired if those funds are set aside <br />for parks and trails. <br /> <br />Principal Planner Trudgeon replied yes. He explained that 50 percent will stay within the park <br />district of the development and the other 50 percent will go into a City-wide park fund. <br /> <br />Councilmember Kurak inquired if the developer can use the trail fees to construct the required <br />trails within their development. <br /> <br />Principal Planner Trudgeon replied no. <br /> <br />Councilmember Kurak inquired if there would be sidewalks on both sides of the street or only <br />one side. <br /> <br />Principal Planner Trudgeon replied that there would be sidewalks on one side of the street. <br /> <br />Councilmember Zimmerman inquired if there will be a sound wall constructed. <br /> <br />Principal Planner Trudgeon replied yes. <br /> <br />Principal City Engineer Olson noted that he has had discussions with the developer and they are <br />willing to designate all of the common space with drainage and utility easements. <br /> <br />City Council/October 22, 2002 <br /> Page 22 of 37 <br /> <br /> <br />
