Mayor Gamec inquired if Commercial Asphalt currently has a conditional use permit. <br /> <br />Community Development Director Frolik replied that they have a five-year conditional use <br />permit. <br /> <br />Mayor Gamec requested that staff discuss the complaint with the property owner. <br /> <br />Mr. Hamilton noted that it was his recollection that the conditional use permit was up for renewal <br />on a yearly basis. <br /> <br />Community Development Director Frolik replied that she would research that information. <br /> <br />Winslow Holasek, 1159 Andover Boulevard, Andover, stated that he owns property on the south <br />side o£the railroad tracks and the north side of Highway #10. He stated that the property owners <br />have expressed their opinion regarding the pond that was placed in the business park and the <br />taxes they are being charged for the outlet of that pond. He stated that their taxes are unbearable <br />and their City share of the taxes is higher than all other taxes. Previously the property owners <br />had asked that either the City drop the storm sewer tax or purchase their property. At that time, <br />the Council directed the City Administrator to meet with the property owners to discuss if there <br />was any interest in selling their property to the City. The property owners did receive a letter <br />from the City Administrator requesting that they contact the City if they were interested in <br />selling their property. Mr. Holasek presented a copy of the letter for their review. He requested <br />individual responses from each of the Councilmembers if they had received a copy of the letter. <br /> <br />Mayor Gamec replied that the Council received a copy of the letter in their "weekly update <br />packet", as well as, with their agenda. <br /> <br />Mr. Holasek stated that as a result of the letter, property owners did meet with the City <br />Administrator. He inquired if the Council was aware of what the property owner's responses <br />were. <br /> <br />City Attorney Goodrich noted that this was not a cross-examination. <br /> <br />Mayor Gamec replied that Mr. Holasek can review the records. Any direction by the Council has <br />to be done by a motion. <br /> <br />City Attorney Goodrich stated that the point of citizen input is for a citizen to give input and in <br />the future staff or Council will respond. <br /> <br />Mr. Holasek stated that he wants to know, in writing, what each Councilmember was told in <br />regards to the conversations the property owners had with the City Administrator. <br /> <br />City Council/October 22, 2002 <br /> Page 4 of 37 <br /> <br /> <br />
