CC Regular Session <br />Meeting Date: 04/24/2018 <br />Submitted For: Brad Bluml, Police By: Brad Bluml, Police <br />Information <br />4. 6. <br />Title <br />Authorize the updated Joint and Cooperative Agreement for the Formation and Administration of the <br />Anoka -Hennepin Narcotics and Violent Crimes Task Force <br />Purpose/Background: <br />The purpose of this case it to consider approving the updated Joint Powers Agreement between the City of Ramsey and the now 9 cities and <br />1 county which comprise the Anoka Hennepin Narcotics and Violent Crimes Task Force (AHNVCTF) also known as the drug task force. The <br />City of Ramsey joined the AHNVCTF in 2017. The attached JPA defines the agreed upon terms and conditions required for the city of <br />Ramsey to participate in AHNVCTF operations and governance. <br />In 2017 the city attorney reviewed the JPA and recommended its approval. On January 10th, 2017 city council made a motion to Adopt <br />Resolution #17-01-017 Authorizing the Joint and Cooperative Agreement for the Formation and Administration of the Anoka -Hennepin <br />Narcotics and Violent Crimes Task Force. <br />The significant change to the JPA was due to the addition of the City of Rogers out of Hennepin County, making them the ninth city to join <br />the AHNVCTF. Specific changes to the previously approved JPA are as follows; page 3 updating the quorum requirement from five to six <br />agencies, page 4 updating the definition of the executive committee's duties, page 11— section 7 increasing the executive committee's <br />authorization to make purchases from $2,500 up to $5,000, page 12 — section 1 updating the dates of the agreement, and page 24 adding <br />the City of Rogers signature page. <br />Funding Source: <br />A police officer position and assignment to the AHNVCTF was budgeted for in City of Ramsey's approved budget. <br />The JPA requires no additional funding. <br />Recommendation: <br />Staff reviewed the JPA and recommends approval. <br />Action: <br />Motion to Authorize the updated Joint and Cooperative Agreement for the Formation and Administration of the <br />Anoka -Hennepin Narcotics and Violent Crimes Task Force. <br />Updated JPD for AHNVCTF <br />Attachments <br />Form Review <br />Inbox Reviewed By Date <br />Jeff Katers Jeff Katers 04/11/2018 04:12 PM <br />Kurt Ulrich Kurt Ulrich 04/19/2018 08:35 AM <br />Form Started By: Brad Bluml Started On: 04/11/2018 01:25 PM <br />Final Approval Date: 04/19/2018 <br />
