Motion by Councilmember LeTourneau, seconded by Councilmember Shryock, to Adopt <br />Resolution #18-074 Approving the Issuance of a Conditional Use Permit to Connexus Energy to <br />Allow the Installation and Maintenance of a Solar Energy System on as a Principal Use in the <br />Public/Quasi-Public District and Declaring Terms of Same. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers LeTourneau, Shryock, Johns, <br />Kuzma, and Riley. Voting No: None. <br />7.02: Consider Adopting Resolution #18-072 Accepting Feasibility Study and Ordering <br />Plans and Specifications for COR Infiltration Basin Improvements, Improvement <br />Project #18-09 <br />Civil Engineer Linton reviewed the staff report and recommendation to adopt Resolution #18- <br />072 accepting the Feasibility Study and ordering plans and specifications for COR Infiltration <br />Improvements, Improvement Project #18-09. <br />Mayor Strommen noted that as discussed at the last meeting, the City has already agreed to this <br />project and collected funds. <br />Motion by Councilmember Riley, seconded by Councilmember Kuzma, to Adopt Resolution <br />#18-072 Accepting Feasibility Study and Ordering Plans and Specifications for COR Infiltration <br />Basin Improvements, Improvement Project #18-09. <br />Further discussion: Councilmember Kuzma stated that as The COR continues to develop, the <br />funds for this project will be reimbursed. Mayor Strommen noted that this is a good proposal as <br />it fulfills the infiltration requirements, protects the wellhead protection area, and is an efficient <br />use of land. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Riley, Kuzma, Johns, <br />LeTourneau, and Shryock. Voting No: None. <br />7.03: Consider Adopting Resolution #18-077 Approving 2020 MUSA Boundary <br />Comprehensive Plan Amendment for Ramsey Elementary 2nd Campus <br />Community Development Director Gladhill reviewed the staff report and recommendation to <br />adopt Resolution #18-077 approving an amendment to the 2020 Metropolitan Urban Service <br />Area (MUSA) boundary. He noted that this amendment is being requested by the Metropolitan <br />Council as part of the Ramsey Elementary School 2nd Campus project. He noted that the City <br />Council previously approved a resolution granting submittal of a Comprehensive Plan <br />Amendment to reguide the subject property from Low Density Residential to Public/Quasi- <br />Public. He noted that the purpose of the resolution is to clarify that Comprehensive Plan <br />amendment to include an updating of the 2020 MUSA boundary. <br />Councilmember LeTourneau referenced the use of phased boundary. He asked if this area was <br />already planned to be included in the MUSA in the future and if this request is simply moved <br />forward. <br />City Council / April 9, 2018 <br />Page 5 of 6 <br />
