before them is that if they delay the entire project the City will not be able to submit the role in
time for the 2003 tax year. The Council could adopt for all the other parcels and then schedule a
public hearing for the remaining parcels.

Councilmember Hendriksen inquired if the $15.00 cost reduction was for the entire project or
only those living along 149th Avenue.

City Engineer Jankowski replied that it was a reduction for the entire project.

Councilmember Anderson inquired if the large lot was assessed anything.

City Engineer Jankowski replied that it was assessed one unit.

Councihnember Anderson inquired if they were they were looking for relatively equal sized
parcels, then the deviser should be three additional lots.

City Engineer Jankowski replied that that was correct. He noted that another way to address the
issue would be at the time the development agreement is drafted.

City Attorney Goodrich replied that they could do that, but they would have to change the role.

Citizen Input

There was no public input.

Motion by Councilmember Zimmerman, seconded by Mayor Gamec, to close the public hearing.

Further discussion: City Attorney Goodrich noted that if the Council closes the public hearing
then they will be doing so for all 143 parcels and they will have 143 assessments. If they want to
assess the other unit, then they need to keep the public hearing open and staff would give proper
notice to that parcel. Mayor Gamec stated that he thinks that they are better off keeping the
assessment as is. Councilmember Zimmerman inquired as to the cost of conducting a public
hearing. City Engineer Jankowski replied that it would cost approximately $90 for the notices.
Councilmember Hendriksen stated that if they start speculating on how things are going to be
subdivided it opens up a can of worms. He thought that it might make more sense to collect the
additional cost as part of the development agreement. He stated that he was inclined to go with
the lower assessment. City Attorney Goodrich stated that he thought the Council could
reasonably do that.

Motion carried.
