5. APPROVE AGENDA <br /> Motion by Councilmember Shryock, seconded by Councilmember LeTourneau, to approve the <br /> agenda as presented. <br /> Motion carried. Voting Yes: Mayor Strommen, Councilmembers Shryock, LeTourneau, Johns, <br /> Kuzma, and Riley. Voting No: None. <br /> 6. PUBLIC HEARING <br /> None. <br /> 7. COUNCIL BUSINESS <br /> 7.01: Consider Site Plan, Landscape Plan, and Amended Conditional Use Permit <br /> Associated with Connexus Energy's Solar Project (Project No. 17-135); Case of <br /> Connexus Energy <br /> City Planner Anderson reviewed the staff report and recommendation to approve the Amended <br /> Conditional Use Permit. He noted that there are no significant changes to the CUP document <br /> other than the inclusion of two additional Permittees. He noted that the Site Plan and Landscape <br /> Plan are very similar to what had been provided as a conceptual layout when the request <br /> originally came forward,just with more detail. <br /> Mayor Strommen noted that the Council has had thorough discussion on this topic and the <br /> Planning Commission has also had a thorough review. <br /> Councilmember Kuzma asked for information on the decommission process. <br /> Andrew Dahlen, SoCore Energy, stated that SoCore Energy is responsible for the <br /> decommissioning process. He explained that the steel would be recycled, and the company <br /> would be obligated to restore the site to its original contours. <br /> Mayor Strommen noted that in driving through southern Minnesota she has noticed more solar <br /> farms. <br /> Councilmember LeTourneau asked for information on the funding and cost savings that <br /> Connexus customers may see as a result of this project. <br /> Brian Burandt, Connexus, provided additional information on the funding for the system and the <br /> tax credits that will be received. He noted that if the Connexus customers will see a decrease in <br /> their bills on day one. He stated that the Connexus campus was originally looked at, but the City <br /> believes that parcel has higher economic development value and encouraged the company to <br /> look at other parcels which is what led Connexus to this parcel owned by Anoka County. <br /> City Council/April 9, 2018 <br /> Page 4 of 6 <br />
