a. All model homes and temporary real estate offices require a building permit. A <br />site plan that indicates where the temporary structure will be located on the site shall <br />accompany the building permit application. <br /> <br />b. All model homes, temporary real estate offices, and construction trailers/field <br />offices shall be located outside of any drainage and utility easements. <br /> <br />c. Lighting and signs must comply with the regulations contained elsewhere in the <br />City Code. <br /> <br />d. Temporary parking facilities shall be provided for model homes, temporary <br />real estate offices, and construction trailers/field offices. At least 4 parking spaces <br />must be provided. The overall design, drainage, and surfacing of the temporary <br />parking facility shall be subject to the approval of the Zoning Administrator. <br /> <br />e. The model home or temporary real estate office may be permitted only until all <br />the other lots in the subdivision have active building permits. Construction <br />trailers/field offices may be permitted until all buildings within the project have a <br />Certificate of Occupancy. <br /> <br />fi The applicant for a model home may be required to submit a cash bond to <br />guarantee the conversion of the model home to living space in a timely manner if <br />alterations to the site have occurred such as the provision of paved parking, removal <br />of lighting, and similar uses. Such conversion includes, but is not limited to, the <br />provision of landscaping, turf restoration and the removal of parking lots, signage <br />and lighting. <br /> <br />g. At no time may a model home, temporary real estate office, or construction <br />trailer/field office be used as a residence. <br /> <br />h. No residential Certificate of Occupancy shall be issued for a model home until <br />such time as the structure has been fully converted to a residence. Such conversion <br />shall include but not be limited to parking lot restoration and the removal of signage <br />and lighting. <br /> <br />SECTION 2. SUMMARY <br /> <br />The following official summary of Ordinance #05-01 has been approved by the City Council of the City of <br />Ramsey as clearly informing the public of the intent and effect of the Ordinance. <br /> <br />It is the intent and effect of Ordinance #05-01 to amend Ramsey City Code Chapter 9 (Zoning and <br />Subdivision of Land), Section 9.11 (Performance Standards) to add standards for model homes, temporary <br />real estate offices, and construction trailers/field offices. <br /> <br /> <br />
