Central Anoka County Regional Trail <br />.. • <br />Joint Powers Agreement will outline and confirm use of the city owned right-of-way and easements for <br />regional trail use. Therefore, no acquisition costs related to this trail change will be required. <br />Demand Forecast <br />Overall, demand for parks, trails and recreational opportunities have been on the rise over the past <br />several years. In 2016, according to the Outdoor Foundation's Topline Reports, nearly half of all <br />Americans or 144 million Americans participated in at least one outdoor activity. This number is up <br />from 2010, when there was only 137.9 million participants. The increase in participants is indicative of <br />an increase recreational demand. <br />Looking at the metropolitan regional area, according to the Metropolitan Council's 2040 Regional Parks <br />Policy Plan, the metropolitan region is expected to gain over 850,00 <br />for an estimated total population of over 3.7 million people in 2 <br />expected to grow approximately 30-35% between 2010 and 2 <br />440,420 in 20402.
