Transportation Glossary <br />CIP: Capital Improvement Plan - five year plan for capital investments in the transportation <br />system and in other capital assets owned by the city (equipment, buildings, etc.). <br />CR: County Road - county -owned roadway that does not receive State funding. <br />Critical Crash Rate: Statistical indicator of a safety problem at a location. If crash rates at a <br />location are above the critical crash rate, it indicates that the location has a crash rate that is <br />statistically significant compared to similar roadways. <br />CSAH: County State Aid Highway - county -owned roadway that receives State Aid funding. <br />MnDOT: Minnesota Department of Transportation. <br />RBTN: Regional Bicycle Transportation Network - existing and planned regional bicycle <br />network established by the Metropolitan Council. <br />TH: Trunk Highway - State highway owned and operated by MnDOT. <br />TPP: Transportation Policy Plan - Regional transportation plan for the Twin Cities <br />metropolitan region, developed by the Metropolitan Council. <br />Chapter X- Transportation (DRAFT) Page X-2 <br />Adopted XXXXXXX XX, 2017 <br />
