However, the timing updating our Comprehensive Plan would push this into 2019. As this would be an <br />interim solution until such time that the Comprehensive Plan Update is completed, Staff believes this is an <br />appropriate application of a variance. <br />Alternatives: <br />Alternative 1: Approve the request for a variance to deviate from the requirement of connecting to municipal <br />services. In essence, this was supported by the City Council with the approval of the Final Plat of Lavern Estates <br />and the approval of the Zoning Amendment and contingent approval of the Comprehensive Plan Amendment. The <br />request to allow utilization of a well and septic system is both reasonable and compatible with the surrounding <br />neighborhood. This is an interim solution until the Comprehensive Plan Update is complete (end of 2018), which <br />will re -guide the Subject Property as Rural Developing; thus, Staff supports this alternative. <br />Alternative 2: Deny the requested variance. This action would result in forcing the Applicant to wait until the <br />Comprehensive Plan Update is complete before being eligible to obtain a Building Permit for a new single family <br />residential home. The Draft Future Land Use Map for the 2018 Comprehensive Plan Update does show this area as <br />Rural Developing and the Zoning Amendment has been approved already by the City Council.
