Updated Surface Water Management Plan (SWMP) <br />City of Ramsey, Minnesota <br />quality issues should be developed and implemented. The City- <br />wide SWPPP and MS4 permit already addresses the education, <br />monitoring, maintenance, good housekeeping, illicit discharges <br />and construction erosion control. <br />Policy 2.8: The LRRWMO and the City should take an active role in <br />implementing the necessary policies to allow development of <br />regional water quality ponds. <br />Policy 2.9: The City will perform maintenance measures to minimize <br />pollutant loadings to local water bodies. <br />Policy 2.10: The City will adopt best management practices for development <br />that will result in TSS and TP reductions of 90% and 60%, <br />respectively. <br />Policy 2.11: The City will adopt best management practices for <br />redevelopment that will result in TSS and TP reductions <br />consistent with the Minnesota Stormwater Manual. <br />Policy 2.12: The City will integrate their Stormwater Pollution Prevention <br />Plan into their local water management plan, in accordance with <br />MPCA requirements and schedules. <br />Policy 2.13: The City will revise its Stormwater Pollution Prevention Plan to <br />include the required nondegredation information and summarize <br />or integrate that information into its local water management <br />plan when the nondegradation rules are finalized and become a <br />mandatory part the Municipally Separate Storm Sewer System <br />(MS4) permit. <br />Policy 2.14: The MPCA is in the process of preparing a TMDL for Trott <br />Brook for macroinvertebrates, fish, dissolved oxygen and E.coli. <br />The City will work with the MPCA and other agencies to <br />implement the TMDL(s). <br />C. Recreation, Fish and Wildlife <br />Goal 3: Protect and enhance water recreational facilities, fish and wildlife habitat. <br />Policy 3.1: Natural areas, wildlife habitat and wetlands to be protected <br />during construction should be clearly marked and/or fenced in <br />the field. <br />Policy 3.2: Buffer zones of natural vegetation are encouraged in privately - <br />owned areas around existing ponds and wetlands located within <br />current wildlife corridors to provide habitat for wildlife in <br />accordance with the Wetland Management Plan. <br />Policy 3.3: The water level fluctuation of a wetland or pond shall be <br />maintained consistent with the management function of the water <br />body. Wetlands used for stormwater overflow purposes shall be <br />limited to a maximum bounce of 2-feet between the NWL and <br />HWL. <br />Section V <br />October 21, 2015 Page 43 <br />
