Executive Summary <br />The City of Ramsey is required to apply for coverage under the National Pollutant Discharge <br />Elimination System Phase II/ State Disposal System program as administered by the US <br />Environmental Protection Agency and the Minnesota Pollution Control Agency. This document <br />outlines the steps Ramsey will take during the next permit cycle of 5 years to reduce stormwater <br />pollution and is commonly referred to as a Stormwater Pollution Prevention Plan (SWPPP). <br />The SWPPP must address six (6) major areas: <br />Public Education and Outreach <br />Public Participation/ Involvement <br />Illicit Discharge Detection and Elimination <br />Construction Site Stormwater Runoff Control <br />Post -Construction Stormwater Management in New Development and Redevelopment <br />Pollution Prevention/ Good Housekeeping <br />Detailed sheets have been developed addressing sub -topics in each of these areas. Goals and timelines <br />have been established for each sheet. The City will prepare an annual report summarizing the <br />activities for the past year. The report will be available for review at the annual meeting held for <br />review of the SWPPP. Comments received will be evaluated and incorporated into the SWPPP and <br />annual report as appropriate. <br />The City of Ramsey currently has systems in place for reviewing new construction plans and requiring <br />installation of erosion control measures prior to construction. This includes notifications and <br />corrective measures for sites found to be out of compliance with the requirements. The City <br />participates in the Environmental Expo held every spring. Information is distributed on methods to <br />reduce stormwater pollution. The new resident packet contains useful information on recycling, lawn <br />care and is distributed to all who purchase new homes in the city. <br />The City has inspected all known outfalls where stormwater leaves the boundaries of the city annually <br />since 2003. These inspections were during dry weather and flows were not observed during the <br />inspections. This is a good indicator that sanitary sewer lines are not connected to the storm sewer <br />system. The inspection program has been expanded to include inspecting 20% of the ponds annually. <br />The city will be improving the website content and establishing a collection of educational materials <br />for various audiences as part of this new permit. <br />The City of Ramsey has programs in place for reducing stormwater pollution and this SWPPP is a <br />guide for additional measures that will be implemented over the next 5 years to further improve the <br />stormwater quality in Ramsey. The City has adopted a stormwater pollution control ordinance to guide <br />plan reviews for new development and construction of those new developments. <br />7 <br />Ramsey Minnesota SWPPP -5- May 2006 February 2009 <br />
