BMP Summary Sheet
MS4 Name: City of Ramsey
Minimum Control Measure: 3-ILLICIT DISCHARGE DETECTION AND ELIMINATION
Unique BMP Identification Number: 3e-1
*BMP Title: Identification of Non Stormwater Discharges and Flows
*BMP Description:
The City is in the process of indentifying drainage areas and has completed a comprehensive stormwater model for
all drainage areas in the City. The model will be used in conjunction with the Storm Sewer Map and field
observations to determine areas where illicit discharges may exist.
The City will develop a process to determine whether any of the following categories of non-stormwater discharges
or flows are significant contributors of pollutants to our MS4:
Waterline flushing, landscape irrigation, diverted stream flows, rising ground waters, uncontaminated groundwater
infiltration, uncontaminated pumped ground water, discharges from potable water sources, foundation drains, air
conditioning condensation, irrigation water, springs, water from crawl space pumps, footing drains, lawn watering,
individual residential car washing, flows from riparian habitats and wetlands, de -chlorinated swimming pool
discharges, street wash water, and discharges or flows from fire fighting activities.
For any non-stormwater discharges or flows which the City finds to be a significant contributor of pollutants to the
MS4 the City will develop an action plan to evaluate and address the impact the discharge is having on stormwater
quality.
Location(s) in SWPPP of detailed information relating to this BMP:
MCM 3.0
*Measurable Goals:
Completion of the study
Develop a process to investigate and evaluate the potential for the non-stormwater discharges identified above to be
significant contributors of pollutants to our MS4.
Conduct investigation and evaluation of non-stormwater discharges and flows.
Develop an action plan for flows identified as significant contributors of pollutants to our MS4.
Implement action plan for significant non-stormwater discharges and flows.
*Timeline/Implementation Schedule:
May 2007 — Selected Consultant to prepare comprehensive stormwater study
October 2008 — City Council accepted comprehensive stormwater study
August 2009 Complete ordinance modifications required in comprehensive stormwater study.
Specific Components and Notes:
*Responsible Party for this BMP:
Name: Leonard Linton
Department: Engineering
Phone: 763 427-1410
E-mail: llinton@ci.ramsey.mn.us
*Indicates a REQUIRED field.
