BMP Summary Sheet <br />MS4 Name: City of Ramsey <br />Permit Condition: IV.D Section 303(d) listings <br />Unique BMP Identification Number: IV.D — 1 <br />BMP Title: Impaired Waters Review Process <br />BMP Description: <br />The City of Ramsey will review all discharges from our MS4 system to impaired waters, as defined by the current <br />USEPA approved 303(d) list. Using the data from this review, we will determine if any changes to the existing <br />stormwater system or BMPs are needed to minimize the impact of discharges from our MS4 to the impaired waters. <br />If changes are needed the City of Ramsey will modify our SWPPP and submit these modifications to the MPCA <br />with our current annual report. <br />Measurable Goals: <br />• The City of Ramsey has determined that discharges from our MS4 system enter the following impaired <br />waters, as defined by the current USEPA approved 303(d) list: (Water Body, Impairment) <br />o Mississippi River - Mercury in Fish Tissue, PCB in Fish Tissue <br />o Rogers Lake - Aquatic Recreation <br />o Rum River - Mercury in Fish Tissue <br />• This determination was made using the Storm Sewer Map and citywide stormwater model. The mercury <br />TMDL is being addressed state wide and it is assumed the discharge from Ramsey is not a source of <br />mercury. The PCB in fish tissue TMDL plan has not been approved as of June 2008. The TMDL for <br />Rogers Lake is not scheduled to start until 2015. <br />• The Mississippi River and the Rum River are both classified as ORVW waters. A separate BMP Summary <br />sheet has been prepared for Discharges to Waters with Prohibited or Restricted Discharges Assessment. <br />• The watersheds, hydrology and impacts will be developed simultaneously for the Impaired Waters and <br />Prohibited Discharge Waters. <br />Timeline/Implementation Schedule: <br />December 2008 <br />May 2009 <br />June 30 2009 <br />Ongoing <br />The City of Ramsey has identified the Rum River, Mississippi River and Rogers Lake as <br />Impaired Waters receiving impacts from its MS4 discharges. A map has been prepared <br />showing the Impaired Waters. A city wide stormwater model has been developed. <br />The City will correlate the Impaired Waters watersheds with the stormwater model and will <br />complete an evaluation of hydrology, land use and runoff. The City will evaluate changes to its <br />storm sewer system to reduce the impacts to the Impaired Waters. <br />The City of Ramsey will submit as an attachment to the Annual Report to the MPCA, the <br />assessment, response to any public comments, plan for ongoing work elements and any proposed <br />changes to the SWPPP that have been deemed necessary through this assessment process. <br />The City of Ramsey will review, evaluate and incorporate changes to the SWPPP as TMDL <br />goals are established and published for these waters. <br />Ramsey Minnesota SWPPP -54- May 2006 February 2009 <br />
