Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #18-072 <br />RESOLUTION ACCEPTING FEASIBILITY STUDY AND ORDERING PLANS AND <br />SPECIFICATIONS FOR COR INFILTRATION BASIN IMPROVEMENTS <br />IMPROVEMENT PROJECT #18-09 <br />WHEREAS, the City of Ramsey proposes to construct a regional stormwater infiltration <br />basin in the southeast corner of The COR to protect the groundwater of existing municipal water <br />supply wells, and <br />WHEREAS, pursuant to a resolution of the City Council adopted March 27, 2018, a <br />Feasibility Report has been prepared by the City Engineer with reference to the proposed COR <br />Infiltration Basin Improvements, and <br />WHEREAS, the City is a member of the Lower Rum River Watershed Management <br />Organization, (LRRWMO), a joint powers agreement, which has adopted rules requiring <br />infiltration of the first 1" of runoff from impervious surfaces, and <br />WHEREAS, State guidelines prohibit infiltration in wellhead protection areas and the <br />City wellhead protection area covers a majority of the COR properties, and <br />WHEREAS, the LRRWMO rules outline a procedure for creating an infiltration <br />mitigation area, with properties not able to infiltrate paying into an infiltration mitigation fund, <br />and <br />WHEREAS, the City identified an area that can be used for the infiltration mitigation <br />basin. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) Such improvement is necessary, cost effective and feasible as detailed in the Feasibility <br />Report formally accepted on April 9, 2018. <br />2) The City Engineer is hereby designated as the engineer for this improvement and the <br />engineer is ordered to prepare plans and specifications for the making of such <br />improvements. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />, and upon vote being taken thereon, the following voted in favor thereof: <br />and the following voted against the same: <br />RESOLUTION #18-072 <br />Page 1 of 2 <br />
