Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #18-077 <br />A RESOLUTION APPROVING A CLARIFICATION OF A COMPRHENSIVE PLAN <br />AMENDMENT FOR THE PURPOSES OF REVISING THE 2020 MUSA BOUNDARY FOR <br />RAMSEY ELEMENTARY CAMPUS 2. <br />WHEREAS, the City of Ramsey (the "City") has initiated an amendment to the Comprehensive <br />Plan to reguide property from Low Density Residential (LDR) to Public/Quasi-Public that would <br />necessitate a change to the boundary of the 2020 Metropolitan Urban Service Area (MUSA) to include <br />the properties generally located south of 173rd Avenue NW and east of Nowthen Boulevard and legally <br />described as follows: <br />Lots 2, Block 1 Anoka Hennepin 2nd Addition, Anoka County, Minnesota <br />(the "Subject Property") <br />WHEREAS, the Ramsey Planning Commission met on January 4, 2018, conducted a public <br />hearing, and considered the Applicant's request for a Comprehensive Plan Amendment that would <br />reguide the Subject Property from Low Density Residential to Public/Quasi-Public; and <br />WHEREAS, on February 27, 2018, the City Council considered the requested Comprehensive <br />Plan Amendment; and <br />WHEREAS, the intent of the amendment was to reguide the Subject Property for the purposes <br />of constructing a new elementary school which would be serviced by public utilities; and <br />WHEREAS, the property will be serviced by the regional wastewater system; and <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) That the Ramsey City Council hereby approves an amendment to the 2020 Metropolitan Urban <br />Service Area (MUSA) boundary to include the Subject Property identified above. <br />2) That the Ramsey City Council hereby authorizes City Staff to submit the necessary supplemental <br />documentation to Metropolitan Council for an amendment to the 2020 MUSA boundary for the <br />purposes of the Ramsey Elementary Comprehensive Plan Amendment <br />3) That this land use change shall become effective concurrent with the City's receipt of notification <br />of approval from Metropolitan Council. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />and upon vote being taken thereon, the following voted in favor thereof: <br />
