CC Regular Session 4. 8. <br />Meeting Date: 04/09/2018 <br />By: Bruce Westby, Engineering/Public <br />Works <br />Information <br />Title <br />Adopt Resolution # 18-076 Prohibiting Parking on Puma Street NW, from Bunker Lake Boulevard NW to Alpine <br />Drive NW, for Improvement Project #18-05 <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #18-076 prohibiting parking of motor vehicles at all times on both <br />sides of Puma Street NW from Bunker Lake Boulevard NW (CSAH 83) to Alpine Drive NW to comply with <br />Municipal State Aid requirements. <br />Background: <br />City Improvement Project # 18-05 proposes surface improvements to Puma Street NW, from Bunker Lake <br />Boulevard NW (CSAH 83) to Alpine Drive NW, and to Bunker Lake Boulevard NW, from Armstrong Boulevard <br />NW (CSAH 83) to Puma Street NW. Both streets are proposed to be reconstructed at 40-foot wide with no parking <br />lanes along either side. Both streets will serve as collector routes so parking restrictions have always been <br />anticipated. <br />Both streets are part of the City of Ramsey's Municipal State Aid Street (MSAS) system and are therefore subject to <br />the requirements of Minnesota Department of Transportation's (MnDOT) State Aid Division. MnDOT's State Aid <br />Division requires that a City pass parking restriction resolutions whenever parking is restricted along one or both <br />sides of any portion of an improved MSAS street. <br />Bolton & Menk completed final plans and specifications for the proposed improvements and now must submit <br />them to the MnDOT State Aid for review. Since the proposed street improvements do not provide adequate width <br />for parking on either side of Bunker Lake Boulevard NW and Puma Street NW, approval of the proposed street <br />improvements as a Municipal State Aid project must be conditioned upon a parking restriction resolution. Upon <br />adopting the attached resolution, parking will be prohibited at all times on both sides of Puma Street NW, from <br />Bunker Lake Boulevard NW to Alpine Drive NW. <br />Notification: <br />No notifications are required for this case. <br />Observations/Alternatives: <br />Observations: <br />Staff anticipates requesting City Council approval of final plans and specifications and authorization to advertise <br />for bids on May 8, 2018. An executed parking restriction resolution must be submitted to MnDOT State Aid before <br />they will approve/sign the project construction plans, which is necessary to allow the project to be bid. <br />Alternatives: <br />Alternative #1 — Adopt Resolution #18-076 to ban the parking of motor vehicles at all times on both sides of Puma <br />Street NW, State Aid Route No. 199-109-006, from Bunker Lake Boulevard NW (CSAH 83) to Alpine Drive NW. <br />Funding Source: <br />
