Administrator/Economic Development Manager Brama stated that these properties have already <br />been included in the deal range and marketing discussions. <br />Motion carried. Voting No: None. <br />7.05: Consider Adopting Resolution #18-080 Approving Plans and Specifications and <br />Authorizing Advertisements for Bids for Bunker Lake Boulevard and Puma Street <br />Pavement Improvements, Improvement Project #18-05 <br />City Engineer Westby reviewed the staff report and recommendation to adopt Resolution #18- <br />080 approving plans and specifications and authorizing advertisements for bids for Bunker Lake <br />Boulevard and Puma Street Pavement Improvements, Improvement Project #18-05. <br />Councilmember Riley asked if the plans will include inspection or borings to ensure there is not <br />variable depth bituminous. <br />City Engineer Westby confirmed that the pavement cores will be performed. <br />Acting Mayor LeTourneau asked for details on the mix of TIF 1 and Anoka County HRA funds. <br />City Engineer Westby stated that it is his understanding that the funds would be split 50/50. <br />Asst. City Administrator/Economic Development Manager Brama confirmed that there would be <br />a 50/50 split. He stated that depending on the balance of the Anoka County HRA fund, there are <br />additional funds available in the TIF 1 fund that could be used. <br />Acting Mayor LeTourneau asked for details on the proposed assessment, noting that it appears <br />that one of the three property owners is not participating in the assessment. <br />City Engineer Westby replied that staff did not include that property owner as part of this work. <br />He explained that although the improvements will serve the property in question, the focus was <br />placed on the other two property owners for this project. He stated that due to the dollar amount <br />of the improvements, it would be difficult to apply a meaningful percentage of the cost to the <br />residential property. He stated that staff did not discuss this at all with that residential property. <br />Asst. City Administrator/Economic Development Manager Brama explained that the road was <br />negotiated with two large projects, the industrial park and the Capstone project. He stated that in <br />this situation the full developer share was provided by the two larger projects and the residential <br />property is not required to participate in the assessment. <br />Motion by Councilmember Kuzma, seconded by Councilmember Johns, to Adopt Resolution <br />#18-080 Approving Plans and Specifications and Authorizing Advertisements for Bids for <br />Bunker Lake Boulevard and Puma Street Pavement Improvements, Improvement Project #18-05. <br />City Council / May 8, 2018 <br />Page 7 of 10 <br />
