CASE #: <br /> <br />REQUEST ]FOR sKETcH PLAN APPROVAL OF- <br />SHADE TREE COTTAGES; <br /> CASE OF SHADE TREE COMMUNITIES, LLC <br /> By: Megan Wald, Associate Planner <br /> <br />Background: <br /> <br />Shade Tree Communities, LLC applied for sketch plan review to create a residential Planned <br />Unit Development (PUD) subdivision consisting of single unit townhomes on the. property <br />generally located west of Potassium Street and east of Nowthen Blvd. (County Road 5). <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Original SketchPlan <br />c) Revised SketchPlan <br />d) Letter from Ramsey residents affected by the Shade Tree Cottages and Rum River <br /> Meadows sketch plan applications <br />e) City StaffReview Letter dated December 30, 2004, revised January 21, 2005 <br /> <br />Notification: <br /> <br />No public hearing is required at the sketch plan stage of a plat. However, the City Council <br />adopted a policy requiring notification of aproposed subdivision be sent out to residents within <br />350 feet of the subject property during .sketch plan submittal. Staff attempted to notify property <br />owners within 700 feet of the subject property. <br /> <br />Observations: <br /> <br />It should be mentioned that the sketch plan that was reviewed by the Planning Commission at <br />their January 6, 2005 meeting proposed to develop 10 single family lots and 32 single unit <br />townhomes. The applicant has since revised the sketch plan to address some of staff's initial <br />comments and concerns. <br /> <br />The subject property is 28 acres in size and zoned R-1 Single Family. City Code restricts density <br />to three units per acre or up to four units per acre through a PUD, which can include townhomes. <br />The sketch plan is proposing to plat the property into two single family lots and 50 detached <br />single unit townhomes for a density of 3.5 units per acre. The subject property will need to be <br />rezoned to PUD. <br /> <br />Staff will refer to the standards established in the R-2 District when reviewing setback and <br />dimensional requirements. The applicant has the ability to request deviations from City Code <br />through the PUD process. <br /> <br />The sketch plan is proposing to gain access from Potassium Street and Radium Street. The <br />subdivision is complying with City Code by making a connection' to Radium Street, which is <br />located within an existing residential neighborhood. The City has also received a sketch plan <br />application fbr the development of the property located to the east of the subject property; Rum <br /> <br /> <br />
