22) Potassium Street was in!t!ally a 33 foot easement provided by the Property owners
who used it, Ramsey Township decided it was not wide enough for the snowplow
and requested it be made wider. The °Wnei- of. the Shade Tree Cottages land at that
time would not contribute to the easement so another 33' easement was obtained
from the land parcels along that rOad. It is believed that Potassium Street is an
access easement and-not a Public use road. It is used solely bY the 4 property
owners on the east side of the road. It is believed there was never any official
action made to make it a public mad. A public road would require a stop sign
where it enters Old County Rd:#5. If it .is to be acquired for public use, the current
landowners adjacent to it should be reimbursed at faire market value.for their land.
If Potassium Street is to be used for access to the 28 acre & 'I0 acre sites, it must be
upgraded. The current adjacent land owners Who prOVided it and use it are happy.
with it as a gravel road. Consequently, all costs associated with upgrading the road
must be paid for by the developers. Also, the Developer of the 28 acre parcel
should provide a 33 foot easement along the east line for the improved Potassium
Street and 33' of the current 66,' easement should be returned to the landowners on
the east side of Potassium Street. This would be the only fair 'way to handle this
problem.

23) Old County Road #5, As a result of the 28 acre & 10 acre developments, daily car
trips along PotassiUm Street & Old CoUnty Road #5 will increase by 20 times or
more. Ever since Old county Road #5 was overlaid with new. asphalt at
considerable expense to the property owners, it has developed 15-20 potholes every
