Rum Ri?er Meadows <br />Sketch Plan Review .. <br />December 30, 200¥, revised JanuarY 2i, 2005 <br /> <br />Drainage: Grading and drainage plans will need to be provided during the.preliminary plat <br />process. -. <br /> <br />Access to Lots: The development proposes to gain access from Potassium Street from the south. <br />The sketch plan is showing a public street that exceeds 600 feet in length. The requested <br />deviation will be addressed as part of the PUD agreement. The sketch plan is also providing for a <br />connection to the south in order to facilitate future development. <br /> <br />Potassium is currently an unimproved street and will need to be upgraded as part of this project. <br />The upgrades must include extending city services to the south and installing an urban section <br />street. Staff has suggested working with ,the developers of Shade Tree Cottages to the west to <br />gain access to Potassium/Radium through their plat. This will reduce the amount of pavement in <br />this area and better define the traffic patterns, The city has discussed the possibility .of cost <br />sharing fbr the upgrade of the portion of the street outside this plat. <br /> <br />Utilities: All lots are proposed to be served by municipal sewer and water. There are 2 existing <br />sanitary sewer lift stations east of this project that are proposed for abandonment in the City's 5 <br />year Capital Improvement Program. Thelprop°sed gravity route crosses this plat and adequate <br />drainage and utility easements will need t6 be dedicated over this line. The City and Developer <br />will need to enter into a cost sharing agreement regarding the extension of sanitary seWer as <br />noted above. : <br /> <br />Traffic Generation Analysis: The City Charter requires a traffic analysis report for this <br />development. City Staff may utilize the services of a consultant to prepare the report and the · <br />expenses incurred will be charged to the plat application escrow fund. This report will be <br />initiated during preliminary plat review. <br /> <br />Overall Development Design:' The sketch is located in close proximately to the proposed Shade <br />Tree Cottages subdivision. Coordination between Shade Tree Cottages and Rum River Meadows <br />needs to occur in order to provide the most efficient Potassium Street upgrade and orderly <br />development. <br /> <br />Park Dedication: The sketch plan will be forwarded to the Park and Recreation Commission at <br />their January meeting. The City has the option for land, cash or a combination thereof: it is <br />expected that a ~brmal ~Park Dedication recommendation will occur once the preliminary plat is <br />submitted. Any cash park dedication fees will be required to be paid to the City prior to the <br />release of the final plat z/hr recording. <br /> <br />Trail Fee: The plat will be subject to Trail Fees and they must be paid prior to release of the final <br />plat ~br recording. <br /> <br />Stormwater Management Fee: A StormWater management fee must be paid £cr the new lots <br />being created. The rate in effect at the time of final plat approval must be paid prior to the City's <br /> <br /> <br />
