CASE # <br /> <br />CONSIDER AUTHORIZATION TO CONTRACT FOR LEGISLATIVE CONSULTING <br />SERVICES FOR TAX INCREMENTFINANCING SPECIAL LEGISLATION <br /> By: JamesE. Norman <br /> <br />Background: <br /> <br />As the City and the Ramsey Town Center (RTC) complete the first amendment to the Master <br />Development Agreement, it is time to begin discussions on the development within the core area <br />of the Town Center. There have been ai considerable amount of discussions concerning the <br />possibility of an "Excelsior-Grand" (becaUse of its similarities to the project in St. Louis Park) <br />project that would have a mixed use of residential and retail space development completely <br />surrounding the structured parking facility (map attached). <br /> <br />The mixed-use/structured parking, project would potentially include retail on the first floor and <br />up to two floors of residential development above the retail space surrounding the structured <br />parking l~acility. In order to make the project more feasible, staff discussed the possibility of <br />seeking Tax Increment Financing (TIF) legislation at a recent Council work session. A lobbyist <br />specializing in TIF special legislation has been contacted and has made a proposal to the City to <br />work with this proposed special legislation. Bonnie L. Balach would be the consultant to <br />facilitate th.e special legislation. A proposal of Ms. Balach's is attached to the Council case. <br /> <br />Staff would recommend contracting with Bonnie L. Balach to facilitate special TIF legislation in <br />the State Legislature in an amount not to excee~ $2,500. <br /> <br />Council Action: <br /> <br />Motion to contract with Bonnie L.
