I've been <br />working with the state legislature and local governments since 1987. I started <br />working atthe House of RepreSentatives, went on to lobby for the City of Saint <br />Paul under Latimer and Scheibel. When I left the City, I went into business for <br />myself and have run a sUCceSSful lobbying office on my own since 1994. I've <br />been working on tax increment finanCing since I worked for the City of Saint <br />Paul. Since it's inception, Minnesota Solutions (my statewide group) has <br />played a primary role in tax increment financing policy. I've worked almost <br />exclusively with cities duringlmy long tenure and their public <br />finance/development needs. I can provide references if you wish. <br /> <br />My hourly rate is $105. FollOWing are highlights of what will be required. I <br />don't think:it should be more than 15 hours, although that does assume that I <br />won't be directly drafting the le0islation, preparing the briefing paper (I'll edit), <br />or doing the increment calculations: <br /> <br />2. <br />3. <br />4. <br /> <br />6. <br />7. <br />8. <br /> <br />10. <br />11. <br /> <br />Initial meetings with legislative delegation. <br />Initial meetings with ydu about the project and strategy. <br />Meet with House and Senate staff. <br />Assist with di'afting a briefing paper or one-page document that <br />summarizes the project and the importance in your community. <br />Getting the bill drafted,: jacketed and signed and ready for introduction. <br />Figure out what key legislators we need to visit and visit them. <br />Get hearing requests in. <br />Brief legies for hearings (design testimony) and figure out who will <br />testify, handouts, etc. ' <br />Lobby conference cordmittee members. <br />Keep an eye on the bill during conference committee. <br />Keep authors apprised during process. <br /> <br /> <br />
