2.0 <br /> <br />3.0 <br /> <br />PROJECT NEED <br /> <br />The proiect as proposed serves these needs: <br /> <br />· Provides the primary entrances to the proposed Ramsey Town Center. <br /> Sunwood Drive wilt be conStructed from Ramsey Boulevard to'Armstrong <br /> Boulevard and RhinestC~ne Street will be constructed from Sunwood Drive <br /> to Bunker Lake Boulevard.. <br /> <br />· Provides connection to the City's water system as Well as completing the <br /> looping of the 8" ,trurli¢ Water mains stubbed to the 'east. side of the <br /> subdivision. This will also Provide fire protection for the Ramsey Town <br /> Center. ' <br /> Provides the access to ithe City's water system bOth to the area south of <br /> TH 10 at Armstrong BlVd.'and west of Armstrong at Sunwood Drive. <br /> Provides connection te the City's sanitary sewer system within the <br /> Ramsey Town ~Center and north to Ramsey Town Center Gardens. Also' <br /> provides sanitary seWer,te the area South of TH 10 at Armstrong and west <br /> of Armstrong BOulevard~at Sunwood Drive. <br /> <br />EXISTING CONDITIONS <br /> <br />The proposed project area consists of approximately 320 acres of basically <br />agricultural land with the ,eXception of some rural single-family residential <br />property. The land within the subdivision is gently sloped with elevations ranging <br />from approximately 860 to. 885 <br /> <br />A. Streets and Storm Drainage' <br /> <br />The existing property is bordered :by Armstrong. Boulevard to' the west, Ramsey <br />Boulevard to the east and the Burlington Northern Santa Fe Railroad to the <br />south. Bunker Lake Boulevard borders the east half of the Ramsey Town Center <br />on the north and splits the west half of the Ramsey Town Center as shown on <br />Exhibit A. All:of the County' Roads are currently 2 lane rural highways. <br /> <br />There is not an underground Storm: drainage system to collect the storm water. <br />Currently, the project area drains .southerly and ponds in the low areas and <br />infiltrates into the groundwater. <br /> <br />The Lower Rum River Watershed Management Organization will require storm_ <br />water runoff from the Subdivision and other contributing areas to be pre-treated <br />prior to discharging to the' MississiPpi River. <br /> <br />Page 2 <br />G:',Municipal~rarnsey~317 I\RA3171FSIR.doc <br /> <br /> <br />
