COUNCIL BUSINESS <br /> <br />Case # 1: Comprehensive Plan Amendment <br /> <br />Loren Gordon of Hoisington Koegler indicated there was a public input meeting in September <br />regarding the Comprehensive Plan with the bulk of the time spent discussing the three <br />development scenarios. There is a public open house tentatively scheduled for February 24th. <br />Mr. Gordon reviewed the following: <br /> <br />Results of Public Input Meeting <br /> o Exercise No. 1' Guiding princiPles evaluation <br /> o Exercise No. 2: Ramseyin 2030 <br /> Exercise No. 3: Issues Ramsey should address by 2030 <br /> <br />Commissioner Brauer asked if the sample Size was quantified. <br /> <br />Mr. Gordon replied the sample was approximately 65 citizens. <br /> <br />Commissioner Nixt questioned how the data frOm the public input meeting is being used to guide <br />the discussion tonight. <br /> <br />ME'. Gordon replied the information from the public meeting is a guiding part of what is being <br />looked at for developlnent alternatives. The Challenge is to find ways to integrate some of the <br />desires for what Ramsey is and still may be for the next 20 and 30 years into the plan with rural <br />open space and preservation areas, and to balanCe that with urbanizing some of the community. <br /> <br />Councilmembcr Elvig commented it seems that the group was split 50/50 between pro- <br />development and anti-development. However, each of these groups rated greenspace as one of <br />the biggest things on the list. <br /> <br />Commissioner Nixt stated it would not be advisable for the City to state that this survey is based <br />on a cross-section of the City, when only 65 out of 22,000 residents participated. It would be <br />better to state that the information being presented is a collective determination by Planning, the <br />City Council and staff. <br /> <br />Commissioner Brauer questioned if the meeting that was held in September and the meeting <br />scheduled for February 24th will be the °nly occasions for the public to comment. <br /> <br />Mr. Gordon replied there will also be a public hearing held at a Planning Commission meeting. <br />He reviewed the following information: : <br /> <br />· Assumption going into the Comprehensive Plan Update <br />· Urban Growth Plan of DeVelopment Opportunities and Constraints <br /> <br />City Council/January 4, 2005 <br /> Page 3 of 8 <br /> <br /> <br />
