c> A mailing was sent out to local businesses to give them the first opportunity in <br /> Town Center. <br />· The Rum River Commercial Node needs attention. <br />· TIF funding is being scrutinized by some legislators, as far as being more stringent in the <br /> amount of dollars a City would be able to use for TIF. <br />· Work needs to be done to improve the comer where Grosslein Beverage is located. <br />· The Governor is backing Northstar, and there will be an upcoming meeting with the <br /> legislators. <br />· The City is requiring properties to clean up, and needs to set the tone for that. <br /> <br />Mayor Gamec stated the Council appreciates the work that is done by the EDA and everyone is <br />behind the work of the EDA 100 percent. : <br /> <br />Associate Planner Wald asked if there are any projects the EDA or Council would like to discuss <br />specifically, or direction for staff. <br /> <br />Economic Development / TIF Specialist Sullivan explained one of the points of this case is to <br />give staff direction as to whether they are heading in the right direction or if they should change <br />course. They may want to set specific properties for acquisition or set policies to spend funds <br />outside of the TIF districts. <br /> <br />Associate Planner Wald suggested a tour be scheduled with the EDA and the Council to review <br />some of the projects that have been done, and to also look at other areas. <br /> <br />The consensus of the EDA and the Council was to direct staffto schedule a tour to review some <br />of the projects that have been done, and to also look at other areas. <br /> <br />Member Kurak asked how many properties are remaining in the Critical Blighted <br />Redevelopment Area that need to be acquired. City Administrator Norman replied over half of <br />the properties remain to be acquired. Economic Development / TIF Specialist Sullivan indicated <br />at this point the City is acquiring the properties when they become available. They are not <br />purchasing properties that are not for sale at this point. <br /> <br />Chairperson Riley suggested a revolving fund be created to assist property owners in fixing up <br />blighted properties. Economic Development / TIF Specialist Sullivan noted there is a fund like <br />this available. He indicated staff would have the balance provided via e-mail before the next <br />scheduled meeting. <br /> <br />Chairperson Riley asked if there is more CDBG funding available to supplement these funds. <br />Economic Development / TIF Specialist Sullivan replied he believes the maximum allowed per <br />year is $300,000. He explained it is allowable to carry over funds in certain circumstances, but <br />the CDBG funds are so specific that he would like to keep them separate. <br /> <br />Chairperson Riley inquired if Minnesota Economic Development funds would be available to <br />supplement these funds.
