Councilmember Strommen introduced the following resolution and moved for its adoption: <br /> REsOLuTI°N #04-10-323 <br /> <br />A RESOLUTION ADOPTING FINDING OF FACT #0703 RELATING TO A REQUEST <br />FROM CHAD AND LISA LINDGREN FOR A HOME OCCUPATION PERMIT TO <br />ESTABLISH AN IN-HOME HAIR SALON ON THE PROPERTY LOCATED AT 5561 <br />145TM CIRCLE NW. <br /> <br /> WHEREAS, the City of Ramsey received an application from Chad and Lisa Lindgren <br />for a home occupation permit to operate a one-chair hair salon within the dwelling on the <br />property generally known as 5561 145th Circle'NW and legally described as follows: <br /> <br />Lot 15, Block 2, Wood Pond Hills 5th Addition, Anoka County, Minnesota <br /> <br />(the "Subject Property") <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating <br />to the request are determined t° be as folloWs: <br /> <br />That on September 3, 2004, Chad and Lisa Lindgren, hereinafter referred to as <br />"Applicants", properly applied for :a home occupation permit to establish and operate a <br />one-chair salon in their home. <br /> <br />That the Applicants appeared before the Ramsey Planning Commission for a public <br />hearing pursuant to Section 9.03205 of the City Code on October 7, 2004, and that said <br />public hearing was properly advertised and that the minutes of said public hearing are <br />hereby incorporated as a part of these findings by reference. <br /> <br />3. That the Subject Property is zoned R-1 Single Family Residential. <br /> <br />4. That the Subject Property is approximately 0.3 acres in size. <br /> <br />5. That hair salons are not a permitted use in the R-1 Single Family Residential District. <br /> <br />o <br /> <br />That the Applicant has provided documentation to support that the home occupation will <br />be conducted within the private dwelling on the property, that the area set aside for the <br />home occupation does not exceed 20% of the total floor area of the private dwelling, and <br />the operation will not include any employment of persons not residing in the private <br />dwelling in the performance of the home occupation. <br /> <br />7. That the Applicant will reside at the location of the proposed home occupation. <br /> <br />That the Applicant has stated that there will be no exterior storage of business equipment <br />and materials. <br /> <br />That the Applicant proposes to Service approximately 8-24 clients per week on Tuesdays, <br />Wednesdays, Thursdays, and SaturdaYs, <br /> <br /> <br />
