Notification: <br />Upon Council approval, Staff will publish advertisements for bids in the Anoka Union Herald and in Finance and <br />Commerce on Friday, May 11, and again on Friday, May 18, 2018. Plans and specifications will also be uploaded <br />to the QuestCDN on-line bidding platform, which is where most contractors actively search for bids today. <br />Observations/Alternatives: <br />Observations: <br />The cover sheet of the plans prepared by Bolton & Menk is attached. Staff will summarize the proposed <br />improvements during the Council meeting. Copies of the full plan sets and specifications will be available at the <br />meeting, if needed. <br />The Engineer's estimated project costs based on their completed plans and specifications is $1,421,596.88. This <br />includes 20% indirect costs. <br />These streets are part of the City of Ramsey's Municipal State Aid Street system and as such required review and <br />approval by the Minnesota Department of Transportation's State Aid Division. A copy of MnDOT State Aid's plan <br />approval letter is attached. This letter is required to allow the City to bid the project. <br />Alternatives: <br />Alternative #1 — Motion to adopt Resolution #18-080 approving plans and specifications and authorizing <br />advertisements for bids for Bunker Lake Boulevard and Puma Street Pavement Improvements, Improvement <br />Project #18-05. <br />Alternative #2 — Motion denying adoption of Resolution #18-080 at this time. <br />Funding Source: <br />Per the attached Bolton & Menk proposals, preparation of plans and specifications was estimated to cost $81,500. <br />A copy of the executed Assessment Agreement for the improvements addressed within this report is also attached. <br />This agreement allows for 40% of all project costs, including preparation of plans and specifications, to be collected <br />from the two adjacent property owners, Riverstone Development, LLC and Hageman Holdings, LLC. The City will <br />pay the remaining 60% of project costs, including preparing plans and specifications, using a mix of TIF #1 and <br />Anoka County HRA funds. <br />Staff proposes to utilize Bolton & Menk to assist with bidding the project, and to administer the project and stake <br />construction. Estimated costs for these work efforts are included in the attached proposals. City staff proposes to <br />inspect construction and assist with project administration. These work tasks and costs will be addressed in more <br />detail at the time Council is asked to accept bids and award a contract for construction. <br />Recommendation: <br />Staff recommends alternative #1 to support current and future development opportunities in this area of the City. <br />Staff does not support alternative #2. <br />Action: <br />Adopt Resolution #18-080 approving plans and specifications and authorizing advertisements for bids for Bunker <br />Lake Boulevard and Puma Street Pavement Improvements, Improvement Project #18-05. <br />Resolution 18-080 <br />Future Bus Park Report <br />Attachments <br />
