Parks and Assistant Public Works Superintendent Riverblood stated that the Commission did not <br />have that discussion but noted that staff is confident that the athletic association will be able to <br />participate based on the success of their fundraising. He noted that the ballfield improvements <br />would be timed towards the end of summer when the practice and activity has died down. <br />Councilmember LeTourneau stated that he would have a tendency to hope that the City would <br />not push this issue and instead allow the association to meet objectives of a higher priority, <br />noting that this project would tend to fall under maintenance activity. <br />Parks and Assistant Public Works Superintendent Riverblood stated that the fundraising activity <br />of the association has been very successful, and they have volunteered, noting that staff has not <br />pushed. <br />Mayor Strommen stated that she can vouch for the fish in Sunfish Lake and The Draw. <br />Motion by Councilmember Johns, seconded by Councilmember Shryock, to approve the four <br />park projects the case discusses, for development construction, at a not to exceed amount and <br />funding source specified within the Capital Improvement Plan worksheets; and authorize staff to <br />proceed with the project development for the aeration project(s) for Sunfish Lake and The Draw. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Johns, Shryock, Kuzma, <br />LeTourneau, and Riley. Voting No: None. <br />7.07: Update on Park Plans within The COR and Authorize Civil Engineering Services <br />Parks and Assistant Public Works Superintendent Riverblood reviewed the staff report and <br />recommendation to approve of Bolton and Menk's proposal to perform civil engineering <br />services, that will result in the preliminary grading and drainage plan for the two remaining park <br />spaces in The COR, at a not to exceed amount of $30,080. <br />Councilmember LeTourneau asked for thoughts on the timeline for the full project to be <br />completed. <br />Parks and Assistant Public Works Superintendent Riverblood stated that the civil engineering <br />will help to determine more accurate costs for the program elements, which will be important <br />moving forward. He stated that the Parks System Plan will allow the different features to be <br />prioritized. He stated that the Parks Capital Improvement Plan will be revamped to include the <br />elements. He stated that perhaps developers will want to assist in some features near their <br />properties. He stated that residents continue to comment on their desire for a splashpad and <br />perhaps certain features can move forward faster than others. <br />Councilmember Riley agreed that he hears comments for splashpads. He stated that there also <br />needs to be a balance on the other parks in the City and not focus all the funds on The COR. <br />City Council / April 24, 2018 <br />Page 8 of 11 <br />
