Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #18-096 <br />RESOLUTION DECLARING A VACANCY IN THE OFFICE OF COUNCILMEMBER <br />WARD 4, DUE TO SPECIAL ELECTION OF APRIL 10, 2018, AND CALLING FOR A <br />SPECIAL ELECTION TO FILL THE VACANCY <br />WHEREAS, City Councilmember Chris Riley, who represents the City in Ward 4, filed <br />for candidacy to fill the vacancy of the At -Large Council seat, created by the resignation of Kristine <br />Williams; and <br />WHEREAS, pursuant to the City's Charter, the City held a special election on April 10, <br />at which election Chris Riley was elected to the seat of Councilmember At -Large; and <br />WHEREAS, Councilmember Riley winning the special election for At -Large, created a <br />vacancy in his position of Councilmember Ward 4; and <br />WHEREAS, pursuant to City Charter Section 2.5, when a vacancy occurs on the Council <br />with 365 days or more remaining in the term of the vacated office, the Council shall, by resolution, <br />declare the vacancy to exist and such vacancy shall be filled by Special Election according to City <br />Charter requirements.; and <br />WHEREAS, Councilmember Riley's previous term of Councilmember Ward 4, expires <br />January 4, 2021, which is more than 365 days from the April 21, 2018 date, which is the date the <br />City Council canvassed the results of the Special Election. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1. That Councilmember Riley's resignation, by winning the At -Large Council seat in Special <br />Election, effective April 21, 2018, is accepted. <br />2. That the City Council publicly declares that a vacancy exists in the City Council — Ward 4 <br />elective office. <br />3. That as a result of the vacancy in the Ward 4 office, and because more than 365 days remain <br />in the term of the vacated office, pursuant to City Charter requirement, the City Council <br />hereby directs that a special election be held. <br />4. That if three or more candidates file for such office, a Primary Election will be held on <br />August 14, 2018, which coincides with the regular Primary Election. <br />5. That State Statutes now dictates uniform election dates for Special Elections and the first <br />authorized date for a Special Election would be Tuesday, November 6, 2018. This date <br />allows all regular election timelines to be followed with no compressed periods. <br />
