Counc/lmember Elvig stated the Council has yet to formally have a debate regarding the cost of <br />the old facility in comparison to this facility. The EDA will be engaged in this tomon'ow and <br />there are new Councilmembers sitting on the Council that have not seen the figures. He is very <br />confident in moving forward on the new City Hall, although he is not quite sure about the <br />addition currently being discussed. The Council needs to debate this and complete their due <br />diligence. <br /> <br />Councilmember Strommen stated she shares Councilmember Elvig's concerns. The EDA case <br />tomorrow implies the Council has determined all of this. However, although there have been <br />discussions at work sessions and designs have been approved, it has not actually been stated that <br />City Itall will be built. The EDA is questioning when the Council took this action, but the <br />answer is it has really been in little incremental steps. She would rather have the debate among <br />the Council and make the decision, instead of these incremental steps that are difficult to explain. <br /> <br />City Administrator Norman indicated this issue will be placed on a work session agenda. The <br />Council can then direct it to a City Council meeting. At this time staffwould like some direction <br />as to what the figures would likely be for the EDA meeting tomorrow. <br /> <br />Councihnember Elvig stated he agrees that costs are going up and bonding is as low as it will be <br />for while. However, he would not suggest any of the area be leased, and as far as utilizing the <br />space, he does not see there is a lot of need at this time. He understands the financing wisdom of <br />building the additional floor, but he does not think everyone would agree on building the extra <br />space. <br /> <br />Councilmember Jeffrey explained his comment regarding this was because he knew it would be <br />cheaper to build the additional floors today and was hoping the facility could be leased to build <br />the revenue streams to pay for the construction. If there would just be a big open area on the <br />second floor he agrees they may be putting the cart before the horse in some respect. Now that it <br />has been discussed he agrees leasing the space would defeat the purpose in Town Center. <br /> <br />The consensus of the Council was to direct staff to obtain three pricing options for the municipal <br />facility as follows: <br /> · A base bid with the City Hall designed to allow the addition of a third floor in the future. <br /> · Add alternate with a second floor built over the police facility. <br /> · Add alternate with a third floor built over the City Hall. <br /> <br />Councilmember Elvig inquired about the parking ramp. <br /> <br />Assistant City Administrator Nelson replied the parking ramp is not included in these figures. <br /> <br />2) Oak Terrace Mobile Home Park <br /> <br />City Administrator Norman indicated staff has been meeting with the attorney representing Oak <br />Terrace Mobile Home Park regarding the sanitary facilities on the property. <br /> <br />City Council Work Session/January 11, 2005 <br /> Page 3 of 6 <br /> <br /> <br />
