Councilmember Elvig commented the owners are not willing to lock into a certain amount and <br />the property will increase in value. It seems that the City will have to run sewer and water and <br />purchase the property, and try to negotiate the best deal they can. <br /> <br />Councilmember Pearson questioned if MnDOT would need to take care of the relocation if <br />MnDOT decided to build the highway there. <br /> <br />City Attorney Goodrich replied MnDOT would inform the City to take care of the situation for <br />the project to be considered. <br /> <br />Counci hnember Olson inquired how much of the burden the City of Elk River actually ended up <br />with in their situation. <br /> <br />City Administrator Norman indicated the Council will be provided with a report on the Elk River <br />situation. <br /> <br />Councihnember Elvig asked if the mobile home park is potentially willing to close down with <br />the right mnount of money. <br /> <br />City Attorney Goodrich responded in the affirmative. He explained if the City acquires the <br />property through negotiations and there are still residents there, there will be relocation expenses. <br /> <br />Councihnember Elvig commented if the owners shut the park down and the City has a deal with <br />the owners it will be construed that the City took the park out. <br /> <br />Mayor Gamec stated until this situation is resolved a pumping plan needs to be determined, as <br />there are problems with the sewer. He stated there are 16 people living in one of the trailers, and <br />there is an average of five or six residents to a unit. <br /> <br />Councilmember Strommen stated she does not understand why the City would not work with the <br />mobile hotne park to come up with a plan due to the health concerns. <br /> <br />Councilmember Elvig suggested the owners be offered a two to three percent increase per year <br />on their property if they hook up to City sewer and water. <br /> <br />City Attorney Goodrich indicated staff will check into this. <br /> <br />Councilmember Olson asked who would manage the property if the City acquires it. Stxe noted <br />the rental license ordinance should apply to how many people are allowed to occupy rental units. <br /> <br />City Administrator Norman replied management of the park could be contracted out with the <br />current management company. <br /> <br />Counciln]ember Cook commented if the City were to own the property association rules could be <br />applied that would restrict the number Of residents that are not related to each other living in a <br /> <br />City Council Work Session/January 11, 2005 <br /> Page 5 of 6 <br /> <br /> <br />
