Councilmember Elvig inquired about the Town Center Park donation, and if there is any concern <br />about being paid. <br /> <br />Finance Officer Lund replied the development agreement states the donation is to be used for <br />park maintenance, which would the capital, and for staffing. The contract states the donation <br />should be paid by October of 2005, in addition to the $125,000 the first year. The first $125,000 <br />was collected, and the other $125,000 has been plugged into this budget. <br /> <br />Councilmember Elvig stated he thinks the last two years the Council has scrubbed this budget <br />well, and they actually lowered it one time. He is comfortable with this budget, and projects they <br />will still have excess revenues at the end of this year. <br /> <br />City Administrator Norman asked if the Council has an interest in having staff look into a similar <br />retreat to the one held last year. <br /> <br />The consensus of the Council was to direct staff to schedule a retreat in early February similar to <br />the retreat hel. d last year, to try to book the same facilitator, and to book hotel rooms due to the <br />possibility of bad road conditions with the retreat being held in February. <br /> <br />Assistant Administrator Nelson indicated the cost of the hotel rooms will not add very much to <br />the cost of the retreat. <br /> <br />City Administrator Norman reviewed the employee positions included in the approved <br />preliminary budget. <br /> <br />Mayor Gamec requested staff to monitor the possible need for a Public Works employee to field <br />phone calls. He inquired of the amount in Council Contingency. <br /> <br />Finance Officer Lund replied the amount is at $302,000. <br /> <br />2) 2005-2009 Capital Improvement Program <br /> <br />Mayor Gamec stressed that the Capital Improvement Program is a guide and is not cut in stone. <br /> <br />Councilmember Elvig asked if there is anything included in the C]~ regarding the park donation <br />from the Lions. <br /> <br />City Administrator Norman replied there is not enough information available about the project at <br />this time to include it in the CIP. <br /> <br />Mayor Gamec noted although the Lions have indicated an interest in locating the building at <br />Central Park, he has been discussing Elmcrest Park with them as well. <br /> <br />Public Works Director Kapler indicated he met with the group twice and at this point they are <br />undecided about the location, and would like to determine the plusses and minuses of both sites. <br /> <br />City Council Work Session/November 3, 2004 <br /> Page 2 of 5 <br /> <br /> <br />
