Assistant City Administrator Nelson reported Police Chief Way has informed her that all of the <br />applicants have come into compliance, and the Council can take action on this tonight. <br /> <br />Mayor Gamec stated he discussed this situation with Police Chief Way. If there are businesses <br />that do not meet the deadline for the license next year he would not be in agreement with a <br />special meeting being held. <br /> <br />The consensus of the Council was that any businesses that do not meet tobacco licensing <br />deadlines for 2006 will not be granted a special meeting, and will be required to wait until the <br />next regular Council meeting for license approval. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to approve 2005 tobacco <br />licenses for the following businesses: <br /> <br />· Hot Stop <br />· T&T Liquors <br />· McDuffs Eatery & Pub <br /> The Links at Northfork <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffi'ey, Olson, <br />Pearson, and Strommen. Voting No: None. Motion carried. <br /> <br />Case #2: Consider Joint Powers Agreement with Anoka County <br /> <br />City Administrator Norman indicated staff has completed negotiations with the Joint Powers <br />Agreement (JPA) with Anoka County regarding regional improvements around the Ramsey <br />Town Center. The document is ready for Council authorization. Staff is recommending <br />immediate action on this item because the County has requested authorization to enter into an <br />agreement. He indicated a memo from City Attorney Goodrich has been distributed to the <br />Council. The ilrst item on the memo points out the Diamonds Sports Bar issue and the possible <br />requirement for the City to find another mute for the storm water to get to the river. The second <br />item points out that the County frees itself of obligations for building a pedestrian bridge over <br />tfighway 10. The following three points of the memo relate to paragraphs 9, 12 and 15 of the <br />Agreement. If the Council makes a motion to approve the Agreement it is recommended that the <br />City Attorney be directed to make those changes prior to the Agreement being signed. <br /> <br />Motion by Councihnember Cook, seconded by Councilmember Pearson, to approve the Joint <br />Powers Agreement with Anoka County and to direct the City Attorney to make the changes <br />outlined for paragraphs 9, 12 and 15 of the Agreement prior to the Agreement being signed. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Pearson, Elvig, Jeffrey, <br />Olson, and Strommen. Voting No: None. <br /> <br />City Council/January 4, 2005 <br /> Page 3 of 4 <br /> <br /> <br />
