Assistant Community Development'Direct0r Fr°lik advised that as the Planning Commission is <br />aware, the Comprehensive Plan amendinent to consider extension of urban services to the <br />northern areas of the City is still in proc~,ss. She stated that for that reason, City Staff is of the <br />opinion that it is premature to m~ake any ~ecommendations on the proposed plan for the gun club <br />property and recommends tabling any dec?ions on the sketch plan. <br /> <br />Assistant Community Development DireetorFrOlik explained that Oakwood Land Development <br />has applied for sketch, plan approva1 to. develop 165 urban service single family residential lots <br />on the 102 acre site generally known as lhe St. Anthony Gun Club. Assistant Community <br />Development Director Frolik e~xplained .that development of the property with urban services <br />depends on the outcome of the current!Comprehensive Plan amendment being processed to <br />consider extension of urban serVices to thi~ north of the current Metropolitan Urban Service Area <br />boundary. <br /> <br />Assistam Community Development Director Frolik further advised that there are substantial <br />wetlands on the proposed plat that will n~ed to be delineated and encumbered with drainage and <br />utility easements on the preliminary and finalPlats. She indicated the grading and drainage plan <br />will have to be reviewed and appro-ded by the Lower Rum River Water Management <br />Organization (LRRWMO). She added that the sketch plan also identifies filling .36 acres of <br />wetlands for roads. She stated the Wetl .ar3. d Conservation Act establishes a se. quencing process- <br />for wetland filling, and the LRRWMO is also responsible for administration o£ the Wetland <br />Conservation Act. · <br /> <br />Assistant Community Development Director Fr61ik stated~ that because the proposed <br />development will disturb more than 801 acres of naturally vegetated and forested land, an <br />environmental review is required. An Environmental Assessment Worksheet (EAW) will be <br />required as a part of the prel!minary p!at 'submittal. She indicated the Property has been <br />documented to contain: contamination from lead: shot. She advised that costs associated with the <br />cleanup will be borne by the developer o~ the Property. She indicated that a Tree Preservation <br />Plan will be required at the time of preliminary plat review and approval. <br /> <br />Assistant Community Development Director Frolik stated that a traffic generation analysis will <br />be required at the time of preliminary plat review. She noted that the sketch plan proposes to <br />provide public access from 3 i entrances onto .Variolite Street, which is acceptable to the <br />.Engineering Department. She indicated Traprock Street is also proposed to be extended north <br />into the plat ii'om Traprock Commons to the south. She stated at the time Traprock Commons <br />was platted, Traprock Street was terminated in a temporary cul-de-sac with the intention, of <br />eventually extending Traprock t° serve the'property to the north. <br /> <br />She stated the proposed plat will be reviewed for park dedication requirements by the Park <br />Commission at their January meeting <br /> <br />Commission InPut <br /> <br />Planning CommiSsion/January 6, 2005 <br /> ?age 3 of 21 <br /> <br /> <br />
