Absent: Mayor Gamec-and Councilmember <br />Strommen. <br /> <br />The public hearing was closed at 7:22 p.m; <br /> <br />Council Business <br /> <br />Mayor Pro Tern Zimmerman called the regular City Council meeting back to order at 7:22 p.m., <br /> <br />Motion by Councilmember Elvig, secOnded by Councilmember Cook, to authorize busineSs <br />subsidy agreement with Zero Zone Refrigeration, LLC and to authorize execution of a <br />development agreement with Zero Zone Refrigeration, LLC, contingent upon review by the <br />City Attorney. <br /> <br />Motion carried. Voting Yes: Mayor Pro Tern Zimmerman, Councilmembers Elvig, Cook, <br />Kurak, and Pearson. Voting No: Mayor Gamec and Councilmember Strommen. <br /> <br />Case #2: <br /> <br />Public Hearing and RequeSt for Adoption of City of Ramsey 2005-2009 <br />Capital-Improvement Plan <br /> <br />Presentation <br /> <br />Finance Officer Lund explained each year the City'is required to adopt a five year Capital <br />Improvement Plan.
