December 27, 2004 <br /> <br />To: Board of Adjustment, City of Ramsey <br />From: Darrdl Anderson <br />Re: Land use variance for property at 14440 Bowers Drive, Ramsey <br /> <br /> I am requesting that you allow us to redivide what is currently one tax parcel <br />back into two parcels, in order that they can be sold for the maintenance and care of <br />four individuals. Such a redivision is in keeping w/th other.homes and lots in this <br />residential area and has an historical basis. <br /> <br />My parents purchased the first lot in 1962 as the site of their home. In 1964 they <br />purchased the adjoining lot for investment purposes, specifically intending it to be sold <br />for their retirement7 and to fund a trust account for my youngest sister, who is mentally <br />handicapped. During the 40 years they have had this adjoining property it has not been <br />developed it in any way, and, except for a small garden area, is in the same wooded <br />condit/on as at the time of purchase. <br /> <br />In 1991, because of limited retirement income, they combined these properties to save <br />taxes. However, please notice that at the bottom of the combination request, my father <br />pencited in how they wished to sell the property: "Note: To sell parcel obtain minor <br />subdivision", indicating their intention that they planned to sell the parcel separately. <br />Due to what I presume have been changes in the regulations, this property is now of no <br />use to them and they cannot benefit from their investment planning. <br /> <br />Unfortunately, between 1991 and the present, my mother has been diagnosed with <br />Mtdtiple Sclerosis and is in assisted living. /Vly father has been diagnosed with <br />Alzheimer's and is also in assisted living. Another sister (not the mentally <br />disadvantaged one) also has contracted Multiple Sclerosis and is dealing with the ever <br />increasing limitations of that disease. <br /> <br />We have liquidated all hheir other investment assets and currently have the money to <br />cover less than six months of care. We also do not have a fund yet for either my <br />mentally handicapped sister or my other sister with MS. <br /> <br />We are asking you for a variance to restore this property to its original condition as two <br />separate tm: parcels. This is in an area where all homes are on similar 100' wide lots. Making <br />the vacant property usable again can provide for my parents' and sisters' needs and still be in <br />keeping with what is currently and historically in this neighborhood. <br /> <br /> <br />
