December 27, 2004 To: Board of Adjustment, City of Ramsey From: Darrdl Anderson Re: Land use variance for property at 14440 Bowers Drive, Ramsey I am requesting that you allow us to redivide what is currently one tax parcel back into two parcels, in order that they can be sold for the maintenance and care of four individuals. Such a redivision is in keeping w/th other.homes and lots in this residential area and has an historical basis. My parents purchased the first lot in 1962 as the site of their home. In 1964 they purchased the adjoining lot for investment purposes, specifically intending it to be sold for their retirement7 and to fund a trust account for my youngest sister, who is mentally handicapped. During the 40 years they have had this adjoining property it has not been developed it in any way, and, except for a small garden area, is in the same wooded condit/on as at the time of purchase. In 1991, because of limited retirement income, they combined these properties to save taxes. However, please notice that at the bottom of the combination request, my father pencited in how they wished to sell the property: "Note: To sell parcel obtain minor subdivision", indicating their intention that they planned to sell the parcel separately. Due to what I presume have been changes in the regulations, this property is now of no use to them and they cannot benefit from their investment planning. Unfortunately, between 1991 and the present, my mother has been diagnosed with Mtdtiple Sclerosis and is in assisted living. /Vly father has been diagnosed with Alzheimer's and is also in assisted living. Another sister (not the mentally disadvantaged one) also has contracted Multiple Sclerosis and is dealing with the ever increasing limitations of that disease. We have liquidated all hheir other investment assets and currently have the money to cover less than six months of care. We also do not have a fund yet for either my mentally handicapped sister or my other sister with MS. We are asking you for a variance to restore this property to its original condition as two separate tm: parcels. This is in an area where all homes are on similar 100' wide lots. Making the vacant property usable again can provide for my parents' and sisters' needs and still be in keeping with what is currently and historically in this neighborhood.
