CITY COUNCIL WORK sEssION <br />Topic Report: Pdvers Bend Dev~elopment/ <br />Highway Access Matter ~- <br />By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />As part of the T.H. #47 improvement project initiated in' 199'9, the City was required to <br />purchase right of accesses.. One right of access acquisition remains unresolved. The <br />access does not connect to Highway #47,I but it was platted for access at proposed 143''d <br />Avenue at a property owned by Rick F.oster. In 1'999, the City entered.into discussions <br />with Mr. Foster and he requested an exchange.of property for the access right acquisition. <br />Negotiations were never completed and the matter still remains unresolved. <br /> <br />As part of the discussions between 1999 and 2001, the City would sell land east of <br />Xkimo Street and south of 142"a AvenUe (immediately soUth of the No. 1 pumping <br />station). The land is currently designated as park land, however, it is not dedicated park <br />and it is not currently being used as part of the River's Bend Park system. <br /> <br />In exchange for the sale of the land in River's Bend Park, Mr. Foster would lease his <br />right of' access to 143''d Avenue, and Provide easement rights for trail through all his <br />properties along T.H, #47. Mr. Foster would, also like all trail fees forgiven, however, the <br />money received for the sate of land c6uld be directed to cover,the costs of park and trail <br />fees. <br /> <br />Staff would like to discuss the matter'With the <br />direction. <br /> <br />Action Statement: <br /> <br />City Council in work session and request <br /> <br />Provide direction to staff. <br /> <br />Reviewed by: <br /> <br />City Administrator <br /> <br />CCWS: 02/01/05 <br /> <br /> <br />
