111111 1111111111 111111111111111111111III 1111 <br /> Record ID 4124599 <br /> Councilmember LeTourneau introduced the following resolution and moved for its adoption: <br /> RECEIVED <br /> RESOLUTION #18-074 <br /> H 0 5 i,i <br /> JUL -tib <br /> A RESOLUTION APPROVING THE ISSUANCE OF A CONDITIONAL USE PERMIT <br /> TO CONNEXUS ENERGY TO ALLOW THE INSTALLATION AND MAINTENANCE <br /> OF A SOLAR ENERGY SYSTEM ON AS A PRINCIPAL USE IN THE PUBLIC/QUASI- <br /> PUBLIC DISTRICT AND DECLARING TERMS OF SAME <br /> RECITALS <br /> 1. Connexus Energy, hereinafter referred to as the "Permittee", has properly applied for a <br /> Conditional Use Permit to install and maintain a solar energy system as the principal use <br /> on the property legally described as follows: <br /> Lot 3, Block 1 River Crossing Addition <br /> (the "Subject Property") <br /> 2. The City of Ramsey received an application for a Zoning Amendment and Conditional Use <br /> Permit on June 30, 2017. <br /> 3. That on August 15, 2017, the City informed the Permittee that it was invoking a 60-day <br /> extension as permitted by State Statute. <br /> 4. That the Environmental Policy Board reviewed the request at their August 21, 2017 <br /> meeting and recommended approval of the request with contingencies including submittal <br /> of a final Site Plan for review and approval by the City, installation of a native landscape, <br /> submittal of a glare study, and submittal of a decommissioning plan. <br /> 5. That the Permittee appeared before the Planning Commission for a public hearing pursuant <br /> to Sections 117-4(Official Map)and 117-51 (Conditional Use Permits)of the Ramsey City <br /> Code on September 7, 2017, and that said public hearing was properly advertised and that <br /> the minutes of said public hearing are hereby incorporated by reference. <br /> 6. That the Subject Property is zoned Public/Quasi Public District. Properties to the west and <br /> south of the Subject Property are R-1 Residential (MUSA); parcels to the north are zoned <br /> R-2 Residential; and parcels to the east are zoned B-2 Highway Business. <br /> 7. That in the Public/Quasi-Public District, solar energy systems as a principal use are <br /> permitted with the issuance of a Conditional Use Permit. <br /> 8. That the Subject Property is approximately 18.6 acres in size. <br /> 9. That the Subject Property is owned by Anoka County. <br /> 10. That the Subject Property is part of an Official Map. <br /> 2202056 . 001 <br />
