CC Regular Session 4. 16. <br />Meeting Date: 07/24/2018 <br />By: Colleen Lasher, Administrative <br />Services <br />Information <br />Title <br />Adopt Resolution #18-153 Filling the Vacant Economic Development Manager Position <br />Purpose/Background: <br />The purpose of this case is for the City Council to consider hiring an Economic Development Manager. <br />The City Council discussed this matter at the May 8, 2018, work -session and staff was directed to conduct a <br />recruitment for an Economic Development Manager. Staff conducted an external recruitment and received <br />application materials from nine individuals. Five (5) individuals were advanced to first interviews. Three (3) were <br />advanced to a second interview. <br />Per resolution #13-06-091, positions that serve as staff liaison to a board or commission shall include non -employee <br />panel members. In this case, the members were Councilmember Mark Kuzma, Councilmember Chris Riley, Chair <br />of the Economic Development Authority Jim Steffen, and four staff. This represented the panel for second <br />interviews. The panel directed staff to contact Mr. Sean Sullivan as the top candidate for the position. Mr. Sullivan <br />successfully passed the City's pre -employment checks and was provided with a contingent job offer, pending City <br />Council approval. <br />It may be of interest to note that Mr. Sullivan worked for the City of Ramsey as an Economic Development <br />Coordinator from 2000 to 2010 and is therefore very familiar with many of the City's current businesses, the <br />economic development function, many City staff members and other professional contacts in the area. Since then, <br />Mr. Sullivan has continued in his role as an economic development professional and has gained additional skills <br />and credentials. <br />Funding Source: <br />The funding required for this position has already been included in the 2018 budget and represents a savings when <br />compared to the previously anticipated allocation. <br />Recommendation: <br />To hire Mr. Sean Sullivan as the City's Economic Development Manager, effective on or near August 27, 2018, at <br />$7,475 per month, which is step three of the 2018 wage scale and equivalent to $43.13 per hour, with a credit of 5 <br />vacation days upfront and vacation accruals beginning with "After 8" years of service. <br />Action: <br />Motion to adopt resolution #18-153 hiring Mr. Sean Sullivan as the City's Economic Development Manager, <br />effective on or near August 27, 2018, at $7,475 per month, which is step three of the 2018 wage scale and <br />equivalent to $43.13 per hour, with a credit of 5 vacation days upfront and vacation accruals beginning with "After <br />8" years of service. <br />Attachments <br />
