Councilmember Riley stated that the EDA and the City have heard numerous request from <br />residents on their desire for restaurants. He noted that at $1,500 this is a small request that would <br />help to improve the aesthetic of a business and show that the community is business friendly. <br />Councilmember Shryock asked for details on how a business could apply for this program. <br />Community Development Director Gladhill noted that there is an application process, <br />demonstrating that the business would meet the minimum requirements. He noted that this <br />would be for new businesses and existing businesses would not qualify. <br />Motion by Councilmember Riley, seconded by Councilmember Johns, to Adopt Resolution #18- <br />138 Establishing a Restaurant Awning Assistance Program. <br />Motion carried. Voting Yes: Acting Mayor LeToumeau, Councilmembers Riley, Johns, <br />Kuzma, and Shryock. Voting No: None. <br />7.02: Consider Adopting Resolution #18-139 Approving Restaurant Subsidy Application <br />for Awning Replacement: Kitchen Table <br />Community Development Director Gladhill reviewed the staff report and recommendation from <br />the EDA to approve the Sign and Awning Program Application for Kitchen Table restaurant. He <br />noted that while the request is for $1,500, the total cost for the awning replacement exceeds <br />$6,000, therefore this subsidy does not fully fund the improvement. He stated that the <br />replacement has already been done, therefore this would be retroactive; noting that the Council is <br />not obligated to approve the request. He stated that the EDA recommended approval of the <br />request with the condition that proof of financing be provided. He stated that he spoke with the <br />lender today to confirm the funding but did not receive the email prior to the meeting today. He <br />stated that the risk to the City is low and the Council could approve the request contingent upon <br />the proof of financing being provided. <br />Councilmember Riley stated that the EDA did feel that there is fiduciary duty of the City to <br />ensure that financing has been secured for projects that apply. He stated that based on that <br />direction he would be comfortable that the City staff has discussed this and make approval <br />contingent upon receipt of a signed letter from the lender. <br />Acting Mayor LeToumeau stated that in regard to the discussion of design, he liked the comment <br />of the EDA that in the future the design should be reviewed in some manner by the Planning <br />Commission. <br />Motion by Councilmember Riley, seconded by Councilmember Shryock, to Adopt Resolution <br />#18-139 Approving a Restaurant Awning Assistance for Kitchen Table, contingent upon receipt <br />of a signed letter from the lender showing proof of financing. <br />Motion carried.
