CC Regular Session 4. 13. <br />Meeting Date: 06/26/2018 <br />By: Bruce Westby, Engineering/Public <br />Works <br />Information <br />Title <br />Adopt Resolution #18-125 Approving Change Order #1 for 2018 Crackseal and Sealcoat Improvements, <br />Improvement Project #18-04 <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #18-125 approving Change Order #1 for 2018 Crackseal and <br />Sealcoat Improvements, Improvement Project #18-04. <br />Background: <br />Over fifteen and one-half miles of streets will receive sealcoat improvements in 2018. Per the project specifications, <br />sealcoat work is allowed to begin on or after June 18th, and must be complete by August 3rd. All sweeping and <br />striping work must be complete by August 31st. This schedule was set so the sealcoat work would be completed <br />several weeks earlier than in recent years. This should allow the work (weather permitting) to occur during warmer <br />temperatures, which should help reduce the amount of loose rock due to better embedment of the sealcoat rock in <br />the underlying layer of oil. <br />A preconstruction meeting was held on May l6th with the Contractor who was awarded the construction contract, <br />Pearson Brothers, Inc. At this meeting, the City was provided with their sealcoat mix design and a proposed work <br />schedule. Based on the schedule, crack sealing is scheduled to begin the week of June 25th, and sealcoating is <br />scheduled to begin mid -July. <br />During the preconstruction meeting, City Staff and Pearson Brothers discussed the City's desire to minimize the <br />amount of loose rock observed after construction is complete on all future sealcoat projects. Following last year's <br />sealcoat project, a much higher than normal number of complaints were received regarding the amount of loose <br />rock in streets, as well as in yards where rock was deposited due to snowplow operations. <br />Following the preconstruction meeting, Pearson Brothers, Inc. provided a proposal to City Staff to use CRS-2P oil <br />in place of CRS-2 oil on all streets proposed to be sealcoated. Pearson Brothers believes this will help reduce the <br />amount of loose rock observed after the sealcoat work is complete. Pearson Brothers agreed to significantly reduce <br />their unit bid price to allow the City to use and evaluate this product this year. Their original unit bid price for <br />CRS-2P oil was $3.00 per gallon. Their latest proposal is $1.60 per gallon as noted in Change Order #1 (attached). <br />Notification: <br />Notifications are not required for this case. <br />Observations/Alternatives: <br />Observations: <br />CRS-2P oil is a polymer modified, cationic water -based emulsified asphalt designed for use as a bituminous binder <br />for chip seals. CRS-2P has 3% minimum polymer content by weight, which provides for a stronger bond between <br />the oil and the rock, resulting in increased resistance to lateral forces, such as turning tires. According to Pearson <br />Brothers, CRS-2P also has a higher melting point, which means it holds up slightly better in hot temperatures then <br />CRS-2 oil. For these reasons, CRS-2P oil is used extensively in parking lots and cul-de-sacs, as was originally <br />
