That the proposed Building would be 14' x 24' feet and 336 square feet in size, would <br /> have an exterior finish that matches the home, and would include soffit, fascia, and <br /> eave overhangs to match the home. <br /> 9. That the proposed Building would comply with all other applicable standards for <br /> detached accessory buildings. <br /> 10. That the Applicant has stated that the Building would be used as a garage and for <br /> personal storage. <br /> 11. That the Subject Property has an existing pool house which is 11' x 25' feet in size and <br /> was built without a permit prior to the purchase of the home by the Applicant. <br /> 12. That the pool house on the Subject Property falls within the current scenic easements <br /> and Ordinary High Watermark. <br /> 13. That the Applicant proposes to lay gravel to extend an existing gravel driveway to the <br /> proposed Building. <br /> 14. That the proposed Building would be heavily screened and not viewable from the Rum <br /> River due to the densely wooded nature of the rear yard. <br /> 15. That no additional trees besides those designated on the site plan would be removed. <br /> 16. That the City of Ramsey Environmental Planning Board and the Minnesota Department <br /> of Natural Resources recommended building the Building in line with the front of the <br /> existing home. <br /> FINDINGS OF FACT <br /> 1. That the proposed use will not adversely impact traffic in the area. <br /> 2. That the proposed use will not substantially or adversely impair the use, enjoyment or <br /> market value of surrounding properties. <br /> 3. That the variance for the proposed use will include the pre-existing pool house, which <br /> cannot be expanded upon. <br /> 4. That the proposed use will be constructed so as to be harmonious and appropriate in <br /> appearance with the existing or intended character of the general vicinity and such use <br /> will/will not change the essential character of the area. <br /> 5.
