Community Development Director Gladhill commented on the stringent architectural guidelines <br />that were in place within The COR. <br />Commissioner Anderson stated he was not a fan of whites and blacks, but rather supported earth <br />or neutral tones. <br />Commissioner Gengler questioned how parking would be managed on the site. <br />Mr. Patberg explained all of the two car garages would be located to the back of the home. He <br />indicated the driveway would offer two additional parking stalls and noted parallel on -street <br />parking would be available within the development. <br />Motion by Commissioner Anderson, seconded by Commissioner Gengler, to close the public <br />hearing. <br />Motion Carried. Voting Yes: Chairperson Bauer, Commissioners Anderson, Gengler, Surma, <br />VanScoy, and Woestehoff. Voting No: None. Absent: Commissioner Onyambu. <br />Chairperson Bauer closed the public hearing closed at 8:02 p.m. <br />Commission Business <br />Motion by Commissioner Woestehoff, seconded by Commissioner VanScoy, to recommend that <br />City Council approval of the Preliminary Plat. <br />Motion Carried. Voting Yes: Chairperson Bauer, Commissioners Woestehoff, VanScoy, <br />Anderson, Gengler, and Surma. Voting No: None. Absent: Commissioner Onyambu. <br />5.03: Public Hearing: Consider Revised Preliminary Plat for Riverstone; Case of Capstone <br />Homes <br />Public Hearing <br />Chairperson Bauer called the public hearing to order at 8:03 p.m. <br />Presentation <br />Chairperson Bauer commented for full disclosure purposes, he was in the process of purchasing a <br />home within the Riverstone development. <br />Community Development Director Gladhill presented the staff report stating the purpose of this <br />case is to consider a revised Preliminary Plat for Riverstone, a 293-lot residential subdivision. <br />Primarily, the intent of this revision is to satisfy contingencies of original Preliminary Plat <br />approval. Of note, plans for pedestrian crossings at Alpine Drive are included. Secondarily, the <br />Developer (Capstone Homes) desires to slightly revise lot widths on two (2) blocks to slightly <br />Planning Commission/June 7, 2018 <br />Page 7 of 13 <br />
