Acting Mayor LeTourneau asked and received confirmation that the property is not zoned <br />appropriately to allow business activity in a residential zoning district without it being a home <br />occupation business. <br />Councilmember Kuzma asked if a variance could be issued. <br />City Planner Anderson replied that a variance could not be issued for a use. He stated that if a <br />home were built on the property, the property owner could then apply for a home occupation <br />business permit. <br />Acting Mayor LeTourneau asked if the property owner could apply for a zoning amendment. <br />City Planner Anderson confirmed that would be an option. <br />Community Development Director Gladhill stated that the City tends to shy away from allowing <br />motor vehicle uses as a home occupation business because of the number of complaints that <br />arise. He stated that there has been a history of complaints from this property from a similar use <br />and since that use has been removed, the problem has been resolved and therefore would not <br />recommend that course of action. <br />Councilmember Johns asked for input on whether outside storage would be allowed. <br />City Planner Anderson provided additional details and replied that without a home on the <br />property to be the primary use, he would be concerned that allowing outside storage would make <br />outside storage the primary use of the site. <br />Motion by Councilmember Johns, seconded by Councilmember Shryock, to Adopt Resolution <br />#18-166 Confirming Uses of Existing Accessory Building on the Property Identified by PID <br />#22-32-25-23-0002. <br />Further discussion: City Planner Anderson noted that the potential buyer is in the audience <br />tonight. Councilmember Shryock stated that she would like to hear from the potential buyer. <br />She stated that it sounds like the applicant does part-time repair work at his home currently. <br />Thomas Jorgenson, 6640 153rd Court NW, confirmed that he often does projects with his son at <br />his home and would use this building for personal storage. He stated that he may potentially <br />build a home on the new property in the future, if he were able to purchase an adjacent property <br />and then sell his current home. He confirmed that he would only be using this building for <br />personal storage. Acting Mayor LeTourneau asked if the limits on outside storage would be a <br />challenge for this potential property owner. Mr. Jorgenson stated that he was told previously that <br />he could have a boat or trailer next to his house but received a complaint for having a trailer on <br />the side of his house. Acting Mayor LeTourneau encouraged staff to review the outside storage <br />ordinance with Mr. Jorgenson as that has been part of the history of challenges for that corner <br />property. Councilmember Johns explained that this discussion is not intended to be personal but <br />just to maintain the character of the property. Mr. Jorgenson stated that he lives near the <br />property and is excited that he could clean up the property and keep it in better condition. <br />City Council / August 6, 2018 <br />Page 5 of 10 <br />
