Assistant Public Works Director Olson iexplained there is a three year time period before <br />commencement is required on the second ramp. He suggested a statement regarding this be <br />included in the resolution. He noted in three years the City will be able to identify how the <br />project is going and will have collected the assessments. <br /> <br />City Attorney Goodrich stressed that once the special assessments are levied the clock will start <br />to run. The City cannot indefinitely hold thOse assessments. <br /> <br />Mr. Lasher indicated a time period of fiVe years for commencement of the second ramp was <br />initially discussed with RTC. An agreement was reached on a three year time frame, which is <br />when RTC will start their service paymentsi He noted ifRTC does not make their payments the <br />City will foreclose on them. This will be one lump sum payment plus interest. <br /> <br />Councihnember Elvig stated this is the firs. t time the City has truly partnered on this and the City <br />will be putting itself out for 12 million dollars. He thinks this is the right thing, but it is the <br />City's first real partnership and .they have to be aware this will be proceeding in the next month <br />or sO. <br /> <br />Town Center City Phase II Street~ Storm Sewer, Water & Sanitary Sewer Improvements <br /> <br />Pete Raatikka of Hakanson Anderson reviewed the feasibility study for Town Center City Phase <br />I! Street, Storm Sewer, Water & Sanitary S~Wer Improvements. <br /> <br />Assistant Public Works Director Olson indicated the assessment hearing has been changed from <br />February 8th to February 22nd. An announcement should be made at the next Council meeting <br />regarding this change. He noted after this feasibility study was put together it was quickly <br />discovered that there is another, area asking for development. However, Section 2 is not <br />scheduled for construction to begin until 2006, which might cause some issues <br /> <br />A.U.A.R. Roadway Improvements for Town Center <br /> <br />Mr. Raatikka reviewed the feasibility stUdY for A.U.A.R. Roadway Improvements for Town <br />Center. <br /> <br />Councilmember Pearson inquired about the difference in the cost to the City for the signals at <br />Ramsey Boulevard, Sunfish Lake BouleVard, and Armstrong Boulevard. <br /> <br />Assistant Public Works Director Olson replied the signal at Ramsey Boulevard is a state project <br />and the signal at Sunfish Lake Boulevard is a federal project. <br /> <br />Councilmember Jeffrey suggested the .need;to communicate with Cobom's, as the opening of the <br />store may coincide with the road construCtiOn. <br /> <br />Assistant Public Works Director Olson indicated it may be possible to compress the construction <br />schedule to reduce the impact on Cobom's.: <br /> <br />City CoUncil work Session/February 1, 2005 <br /> Page 8 of 10 <br /> <br /> <br />
