The budgetary considerations for the health insurance contribution were discussed during <br />the regular Council ~meeting of January 25th, 2005 when staff presented the proposed <br />contribution for the AFSCME bargaining unit and non-union personnel. Staff indicated <br />that the organization-wide impact of the contribution would be in an amount not to <br />exceed $18,000 in excess of the amount budgeted in 2005 for this purpose. Staff <br />suggested the use of Council Contingency funds to cover the additional costs that will be <br />incurred throughout the year. The resolution presented regarding this matter was <br />recommended by the Personnel Committee and approved by Council during the January <br />25th meeting. <br /> <br />The second budgetary consideration for this proposed contract is wages. The proposed <br />contract includes a minor adjustment to the Pay scale for the sergeants. This minor <br />adjustment reflects a study of the StantOn report regarding sergeant pay with other <br />similarly sized cities in the metro region, a review of our internal pay structure and pay <br />equity report. During the regular meeting of January 11, 2005 staff presented a case to <br />the Personnel Committee regarding a number of position reclassifications and pay scale <br />adjustments. As a part of that discussi6n, staff discussed the funds that were included in <br />the 2005 budget to cover the costs of these potential pay scale adjustments. The <br />adjustment to the sergeants scale is reflected in the collective $7500 budgeted for the <br />various pay scale adjustment and reclassifications that have been approved to date. <br /> <br />Committee Recommendation: <br /> <br />Recommend that City Council approve the City's labor agreement with LELS-Sergeants. <br />The contract, including the proposed language, will be effective January 2, 2005 - <br />December 31, 2005. <br /> <br />Reviewed By: <br />City Administrator <br />Assistant City Administrator <br />Finance Officer <br /> <br />PC 02-08-05 <br /> <br /> <br />
