petition being verified for compliance With the required number of property owner <br />signatures. <br /> <br />Action: <br /> <br />Ratify the recommendation of the Public Works Committee. <br /> <br />CASE #4 <br /> <br />CONSIDER PLACEMENT OF ALL WAY STOP AT RADIUM <br />STREET AND 144T" LANE <br /> <br />Background: <br /> <br />Staff received a request from Mr. Gerald Bentler and four additional area residents for the <br />placement of an all way stop condition at the intersection of Radium Street and 144th Lane. <br />Mr. Bentler's letter suggests that the purpose :of the signage is to control speeding. Staff <br />has reviewed the intersection and offers the following information as background in <br />considering this request. <br /> <br />Accident history A review of the police department records dating back to 1993 <br />show no reported accidents at this intersection. <br /> <br />Traffic Traffic counts were taken between the 48 hour period between Monday, <br />November 15, 2004 and Wednesday, November 17, 2004. The results of this <br />traffic volume study were 203 vehicles per day on the west leg; 121 vehicles per <br />day on the east leg; and 112 vehicles per day on the south leg. <br /> <br />Sight Distance There is an adequate sight distance in all directions. However, <br />there are several small spruce trees, which are located within the sight distance <br />triangle on the southwest comer on the intersection. These trees are a minimal <br />obstruction at this time but will become a significant problem as they mature. <br /> <br />Staff recommended that the request for the placement of an all way stop at this intersection <br />be denied based on the findings that traffic volumes are substantially below the guidelines <br />necessary for the placement of such traffic control signage, and because traffic calming <br />measures have been previously :implemented for this neighborhood. Staff further <br />recommended that the property owner at 6070 144th Lane be notified that the existing <br />spruce trees within the sight vision triangle may need to be removed, or trimmed of their <br />lower branches to a distance of nine feet above the curb. It is suggested that the <br />Committee recommend offering the property owners the assistance of the Public Works <br />Department in relocating these trees to a more suitable location on their property. <br /> <br />Motion to recommend that the City Council deny the request for the placement of an all <br />way stop at Radium Street and 144th Lane with the contingency that the petitioners are <br />notified prior to the City Council meeting and that staff work with the property owner at <br />6070 144th Lane in regards to the moving of their pine trees. The petitioners have been <br />notified by letter of the Staff and Committee recommendation for denial of the request. <br /> <br /> <br />
