Original Message .....
From: Will Thompsen [mailto:wet@iteris.com]
Sent: Wednesday, December 15, 2004 10.:54 AM
To: Patrick Trudgeon
Subject: RE: PC application --

Thanks, Patrick.

For what it's worth--I can offer this comment on the work that Mn/DOT wants to do on the TH 47 median--the
southbound left turn storage lane to eastbound CR 116 needs to be extended as the vehicles queued in the
through lane often extend far north of where the left-turn lane taper begins; thus blocking access to the turn lane
and unduly congesting the through lane .upstream of the intersection. I was Observing the concrete divider this
morning and it appears wide enough to permit extension of the left turn storage.

With regards to the median closure-I'd rather see ia fully actuated signal go in at that location (with a .ped
crosswalk). There needs to be a careful balance between-access and mobility and when.a more urbanized
pattern is desired (i.e., redevelopment of the Amoso site) there would be a trade-off for more access, however it
would be safer. I don't like such strict access management on a two lane facility--you can see the land use from
the tane you are in and couldwalk to it' in less than 20 seconds, but because of the access restriction, it requires a
circuitous 5 minute drive'in the car. This hinders tlie local residents and businesses and promotes mobility for
those motorists from outside the community --to me it is not a fair trade-off.

Just my $.02.

Will Thompsen, AICP
Senior Transportation Planner
Meyer, Mohaddes Associates .... an/teds Company
15 South Fifth Street, Suite 700
Minneapolis, MN 55402
(612) 37?-9200
wet@ fle ris. corn
