RECEIVE PETITION FOR THE: IMI'ROVEiVIENT OF WELCOlVlE'S ROAD IN <br />THE NW 1¼ OF THE NE¼ OF SECTION 16 <br /> By: Steven J. Jankowski, City Engineer <br /> <br />Background: <br /> <br />On October 7, 2004 City staff held a neighborhoodmeeting with residents .of the unpaved <br />streets located in the NW 1/4 of the NE i/4 of Section 16 to discuss the alternatives and <br />process for improving the condition of theirstreets. These streets include 163rd Lane <br />from Varolite Street to Uranimite Street, Uranimi'te Street from 163''d Lane to 164th Lane; <br />164"~ Lane from Uranimite Street to Sapphire Street; Sapphire Street from 164th Lane to' <br />164th Ave~me; and 164th Avenue from Sapphire Street to a point 300 feet east thereof. <br />The streets will be collectively referred to as Welcomes Road. On December 10, 2004 a <br />petition was received which was signed by eleven of the 19 properties benefited by the <br />improvement. <br /> <br />Attached to this case is a copy of the petition along with a sketch of the benefited <br />properties and a listing of the property identification number (PINs) and those respective <br />owners. The process for improving such streets is through the City's financing policy <br />outlined in City Code Chapter 4 :which follows Minnesota State Statute 427. This is the <br />process anticipates the special assessment of at least a portion of the project costs.
